<br />~52 <br /> <br />TUESDAY <br /> <br />DECENBER 27. 1 960 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with l~yor J. Frank Wilson presiding, was held in the Council Chamber, <br /> <br /> <br />City Hall, Tuesday, December 27, 1960, at 7:15 P.M., and with aU members <br /> <br /> <br />being present with the exception of Councilman Thomas J. Burch, viz., ~~yor <br /> <br /> <br />and Councilman J. Frank Wilson; Vice-Mayor and Councilman Fred T. Renick; and <br /> <br /> <br />Councilmen Harry 1. Boaz and E. E. Stone. <br /> <br />After the invocation, Council approved as read the minutes of its regular <br />meeting held December 13, 1960. <br /> <br />City Manager Hirst informed Council that the Appalachian Power Company is in <br /> <br /> <br />the process of compiling information for presentation to Council in the very <br /> <br /> <br />near future, in connection with Council's expressed intention of acquiring <br /> <br /> <br />Appalachian' s facilities in the area annexed to the City as of January 1, 1960. <br /> <br />A special COJ'1mi ttee, cOJ'1posed of Councilmen Stone and Boaz, reported that it has <br /> <br /> <br />viewed the C. H. Scearce property at 1108 Chatham Heights, which Mr. & Mrs. Scearce <br /> <br /> <br />have claimed was damaged as a result of the widening and improving of Route 57 <br /> <br /> <br />along their property. The committee reported further that, not as a recognition <br /> <br />by Council of any liability on the City's part but indicative of the City's <br /> <br /> <br />willingness to assist Mr. and Mrs. Scearce insofar as possible, it had made an <br /> <br /> <br />offer to Mr. and Mrs. Scearce whereby the City would terrace and seed their front <br /> <br /> <br />yard to divert the flow of rain-water away from their residence, which offer <br /> <br /> <br />Mr. and }rs. Scearce have refused. Council unanimously accepted the committee's <br /> <br /> <br />report and affirmed and confirmed the committee offer; however, J.r. Scearce, <br /> <br /> <br />who was present, again refused the offer. <br />
