<br />~50 <br /> <br />TUESDAY <br /> <br />DEe EI\mER D, 1960 <br /> <br />Council deferred action on amendiIlS Sections 5 and 7 of s aid Real PropervJ Tax <br />Ordinance, pertaining to taxing of bank stock, pending City Attorney I. Vi. Cubine's <br />study of Section 58-476 of the State Code, as amended in 1960. <br /> <br />Upon motion, duly seconded and unanimously carried, the vote being recorded, Council <br /> <br />appropriated from its Emer~ency Account to the School Fund the sum. of $619.92 to <br /> <br />provide for three local scholarships (tuition grants) and the payment thereof on <br /> <br />request of the City School Board, during the fiscal year 1960-61, as provided for <br /> <br />in Article I of Chapter 7.3 of the Code of Virginia, Section 22-115.31, from 1960 <br /> <br />Acts of the Virginia General Assembly. <br /> <br />City Manager Hirst commented favorably on the City's Police Department personnel <br /> <br /> <br />training program and, along with Council, congratulated the Departrrent on its <br /> <br />training program achievenents, citing Sergeant Robert L. stowe particularly on <br /> <br /> <br />his recent satisfactory completion of a three-month course at the Southern Police <br /> <br /> <br />Institute at Louisville, Kentucky. The Manager ani the Council also commended <br /> <br /> <br />the Departnent on its forthcoming local police school to be conducted in February <br /> <br /> <br />of 1961. <br /> <br />Council acknowledged receipt of an official certification by the State Auditor of <br /> <br />Public Accounts who, under date of December 5, 1960, notified the City that its <br /> <br />population is now 18,798, as established by the 1960 United States Census. <br /> <br />C5.ty Manager Hirst advised Council of the resignation of Dr. Marion Edmonds as <br />Director of Bealth, effective December 31, 1960. <br />
