<br />WHEREAS, }arvin L. Hill, duly apnointed Right-of-Way t~gotiator for the
<br />City of Martinsville, the Commonwealth of Virginia, and the Federal
<br />Government, in connection with the improving and widening of U. S. Route
<br />58 and V::i.rginia Route 57 within the corporate limits of the City of
<br />Mart.insviI1e,-and between Booker Road and Bob Gregory Street, by letter
<br />dated April 1Q, 1960,':"advised the Council of the City of Martinsville
<br />that he has exhausted all available means wi thin the lilni tat ions of his
<br />authority, without success, towards purchasing the fee simple title to
<br />that certain parcel of land o1<med by Hr. Quinton L. Ramsey aCld known and
<br />described as Parcel !To. 006 as right-of-way for the aforementioned construction
<br />project; and

<br />W1~EAS, said strip or parcel of land is necessary for the construction,
<br />re-construction, alteration, and maintenance of said street; now,
<br />therefore,
<br />
<br />BE IT RESOLVED by the Council of the City of J:.1artinsville, Virginia, in
<br />special and duly-called meeting held April 21, 1960, that on behalf of
<br />the governments hereinabove mentioned Claude E. Taylor, Jr., an attorney
<br />at la\.J' , be and is hereby appointed attorney and agent Vlith authorization
<br />to institute and conduct condemnation proceedings to acquire said land
<br />in fee simple, together Vlith necessary easements, and as its attorney to
<br />make oath to the petition, aU in accord with the statutes in this State
<br />and the provisions of the Charter of the City of MartinsviUe, Virginia,
<br />in such cases made anc provided.

<br />and known and described as Parcel No. 008 as right-of-'...ray for the
<br />aforementioned construction project; and

<br />WHEREAS, said strip or parcel of land is necessary for the construction,
<br />re-construction, alteration, and maintenance of said street; now,
