TUESDAY APRIL 12, 1960 Pursuant to Section 22-115.23 of the Code of Virginia (1950, and as amended), Council appropriated from its General Fund Emergency Account the sum of $390.04 for specified use of the City School Board. Under Section 15-766.1 of the Code of Virginia (195~ and as amended), Lanier Farm, Inc., through its attorney, Mr. Jackson C. Dodge, requested the vacating and 1- abandoning of an alley off Spruce Street, near the City's Spruce Street Substation, the City of Martinsville and Lanier Farm, Inc., being the sole abutting landowners. Council indicated its approval of the requested abandonment, subject to preparation by Lanier Farm, Inc., of an instrument in writing for the signatures of the abutting landowners, which instrument when executed is to be acknowledged in the manner of a deed and filed for record in the clerkls office of the court in which the plat showing this a1J.ey is recorded. Upon recommendation of City Manager Hirst, Council an proved the offering, upon request, a budget payment plan to those electric utility customers using residential electric heating systems. - Council acknowledged receipt of a Report on Audit of the records and accounts of the Judge of ~hrtinsville ~llnicipal Court for the fiscal year ended June 30, 1959, which report was prepared ~ the Auditor of Public Accounts of the COnIDlonwealth of Virginia. Upon suggestion of Mayor Shultz, Council requested an estimate of the cost of constructing a roof or protective cover for the City's concrete water reservoir off ,- Bethel Lane.
