<br />1~ <br /> <br />TUESDAY <br /> <br />DF.XJEMBER 22~ 1959 <br /> <br />",,-, <br /> <br />matter, Council called for a duly-advertised public hearing on the proposed <br /> <br />rezoning to be conducted at Council's meeting of January 12, 1960. <br /> <br />Council acknowledged receipt of notification by the state Compensation Board of <br /> <br />its allowances for 1960 for the several local constitutional offices. <br /> <br />/- <br /> <br />Council placed the following ordinance--carrying the approval of the City's bond <br />attorneys (Reed, Hoyt, Washburn & McCarthy, 52 Wall Street, New York 5, New York)-- <br /> <br />on first reading, as follows: <br /> <br />AN ORDINAN::E AUTHORIZING THE ISSUAN::E OF #2,500,000 OF BONDS OF THE CITY <br />OF MARTINSVILIE TO FINA~E THE COST OF IMPROilING THE CITY'S SEWAGE DISPCSAL <br />SYSTEM AND PROVImNG FOR THE SUBMISSION OF THE QUESTION OF ISSUING SAID <br />BONDS TO THE QUALIFIED VOTERS OF THE CITY. <br /> <br />WHEREAS, the City of Martinsville has, for ma.ny years, maintained am <br />operated a sewage disposal system fer the collection and disposal of <br />sewage, and the Council of said City deems it advisable that said sewage <br />disposal system shall be improved in the manner hereinafter set forth; ard <br /> <br />.-'."-'" <br /> <br />WHEREAS, said City has been deriving a reveme from the operation of <br />such sewage disposal system and such sewage disposal system is now and, <br />when it has been improved in the manner hereinafter set forth, will be a <br />speoific undertaking from which the City may hereafter derive a revenue <br />within the meaning of Seotion 127 of the Constitution of Virginia; NOW, <br />THEREFCRE, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />as follows: <br /> <br />Seotion 1. The Council of the City of Martinsville has ascertained <br />and hereby determines that the public interest requires that the sewage <br />disposal system maintained by the City shall be improved by oonstructing <br />and equipping a sewage treatment plant to be looated on a suitable site, <br />and by constructing the intercepting sewers recessary to conneot the <br />City's existing sewage disposal system with such sewage treatment plant, <br />and by construoting additional sewers needed for the collection of sewage, <br />and by acquiring the lands or rights in land required fer the making of <br />such improvements, and that it is expedient that said City shall borrow <br />money and contract indebtedness and issue its bonds, as hereinafter <br />provided, to finance the cost of such improvements. <br />
