<br />1: <br /> <br />TUESDAY <br /> <br />D:EX:EMB~ 22, 1959 <br /> <br />The regular semi~onthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor John W. Shultz presiding, was held in the Council Chamber, <br /> <br />City Hall, Tuesday, Decenber 22, 1959, at 6:30 P.M., all members of Council being <br /> <br />present with the exception of Councilman Clarence C. Donavant, viz., Mayor and <br /> <br />Coumilman John W. Shultz; Vice-Mayor and Councilman E. E. Stone; and Councilmen <br /> <br />Thomas J. Burch and J. Frank Wilson. <br /> <br />/- <br /> <br />After the invocation, Council approved as read the minutes of its regular <br />meeting held December 8, 1959. <br /> <br />Having viewed the alleyway between Jefferson Street and Thomas Heights--a portion <br />of which on May 21, 1959 was requested closed by Mr. and Mrs. Arthur W. Matson, Jr., <br />and Mr. and Mrs. C. R. Dent, through their counsel, Attorney Robert H. May-and <br />having discussed the requested closing with various adjacent property owners, <br />Council unanimously denied the petitioners' request and, thus, accepted the <br />November 12th report and recommendation of the Board of Viewers. <br /> <br />,- <br /> <br />After considering further an appeal by various representatives of the Martinsville- <br /> <br />Henry County Airport Development Corporation--a number of whom again appeared before <br /> <br />Council--for the waiver not o~ of the rental charges due and unpaid since <br /> <br />October 1, 1958 but also for the waiver of future rental charges and for pemission <br /> <br />to use additional land for an emergency runway, Council unanimously accepted a <br /> <br />report of its special committee (composed of Councilmen Burch and Wilson) by <br /> <br />ordering the writing off of the total unpaid rental charges ($1,137.50) made and <br /> <br />due to date upon the condition that an equal sum be expended by the airport group <br /> <br /> <br />in renovating and generally improving present facilities.
