Baldwin and J. H. Ramsey, Martinsville, Virginia, <br />petition the Council of the City of MartinsvUle, Virginia, to permit <br />the undersigned to close Sellers Street which is 33 feet wide and conrects <br />the south side of Church Street and Memorial Boulevard for the followi~ <br />reasons; nameJ,y: <br /> <br />,- <br /> <br />1. We are the owners of the three lots which face on Sellers Street <br />and have entered into a contract to purchase the other lot which <br />fronts on said Street. <br />2. We will own all of the property which faces or fronts on Sellers <br />Street, City of Martinsville, Virginia in which we ask to be <br />closed. <br />3. The said short street serves only the property in which we own. <br />4. We are planning to develop the above said property for rosiness <br />purpose and will need this street to perfect sane. <br /> <br />By ordinance, effective immediately, Council amended the City's Business & <br /> <br />Occupational License Tax Ordinance, 1949, and as arrended, to provide that Section <br /> <br />11 of Chapter II of said ordinance shall be as follOlfs: <br /> <br />BE IT CRDAINED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assenbled this thirtieth day of November, 1959, that <br />Section 11 of Chapter II of the Busimss & Occupational License Tax <br />Ordinance of the City of Martinsville be and is hereby amended to <br />provide as follows: <br /> <br />,- <br /> <br />11. DETECTIVES. For every person, firm, or corporation engaged <br />in private detective activities or operating or conducting a <br />private detective agency, or furnishing private detective or pro- <br />tective service, there shall be paid an armual license tax of <br />$500.00, which shall not be prorated. Before the issuance of a <br />license under this section, the application must first CaITY the <br />approval of both the City Manager and the Chief of Police. <br /> <br />An emergency existing, this ordinance shall be in force from date of <br />enactment. <br /> <br />In accordance with the City's regulations governing the furnishing of utility <br /> <br />services outside the City's corporate limits, Council referred to the Planning <br /> <br />Commission a plat received in connection with a petition filed by Mr. S. G. <br /> <br />Whittle, III, requesting permission to connect to the City's water and sewer <br /> <br />mains to provide water and sewer service to a subdivision (Riverforest Place <br />
