<br />.04 <br /> <br />MONDAY <br /> <br />NOVEMJ3ER 30, 1959 <br /> <br />Council reviewed the petition dated November 5, 1959 and submitted to Councll <br />on November 10, 1959 by a group of citizens residing in the Prospe9t Hill Drive- <br />Gratton Road area, objecting not only to the erection of arw buildings in the <br />City for the housing of horses or other livestock but also to the presence of <br />those such buildings already erected. A number of the petitioners were present <br />as well as several persons in opposition to the petition. One of the petitioners <br />requested that Council withhold the issuing of any permits for the construction <br />of any such buildings pending disposition of the petition. Council directed <br />City Attorney Taylor to draft a proposed ordinance form in l'Ihich the Cou:ooi1 <br />might provide any restrictive details subject to study of the matter by Council <br />and to a public hearing on the proposed ordinance. <br /> <br />Mr. R. M. Simmons, Sr., Pres ident of the American Furniture C ornpany, Inc., <br />appeared before Council and cited some of the assets to the community of the <br />airport operation on City property by the Martimville-Henry County Airport <br />~velopment Corparation. Mr. Simmons solicited Council's sympathetic under- <br />standing and requested not only a rental waiver or concession to the group but <br />also that Council make available additional land for a cross-rUl1lrCl3'" or landiI€ <br />strip for emergency landings. <br /> <br />In response to United Fund Campaign Chairman Frank D. Fulton's appeal (by <br />letter dated November 24, 1959) for a donation from the city to the current <br />fund campaign, Coureil advised that present state statutes prohibit the <br />donating of public funds to non-profit and charitable organizations. <br /> <br />Attorney Warren M. Shaw, on behalf of his clients S. H. Baldwin and J. H. Ramsey, <br /> <br />presented the following petition requesting the closing of Sellers Street <br /> <br />(between Church Street and Memorial Boulevard) under the procedure outlined in <br /> <br />Section 15-766.1 of the Code of Virginia, which petition Council referred to the <br />
