(e) Whenever the word "service" a.ppears in this Ordinance, it is intended, and shall be held, to have the meaning given said term in Section 56-233 of the Virginia Code of 1950, or in any amendments thereto. Section 2. Grant of Authority. Subject to the provisions, conditions, and restrictions hereinafter set forth, there is hereby granted to SOUTHWESTERN VIRGINIA GAS COMPANY, a Virginia corporation, Grantee, its successors or assigns, for a period of thirty (30) years after the effective date of this Ordinance, the non-exclusive right to erect, construct, operate and maintain a gas plant, gas system or both, and to import, transport, sell and distribute natural gas, or a mixture of natural and manufactured gas, within the limits of the City, and for these purposes to establish the necessary facilities and equipment and to lay and maintain gas mains, service pipes and other appurtenances necessary to the sale and distribution of gas in and along the streets of the City and to do all things which are reasonably necessary or customary in the accomplishment of these objectives. Section 3. Territorial Area Involved. The area to which the franchise granted by this Ordinance (hereinafter called "this franchisetl) relates includes future as well as present territorial limits of the City. Section 4. Natural Gas. Natural gas distributed by the Grantee is to be furnished in its natural state, without mixture of air or the abstraction of any natural element, or adulteration, and at the heat value and pressure hereinafter set forth, at the con- sumer's meter, subject, however, to the removal of oil, gasoline vapors, helium and other hydrocarbons. - 2 -
