<br />be listed the School Board, the City Planning Commission, the Human Values <br /> <br />Commission, the Board of Assessors, the Board of Tax Equalization, and the <br /> <br />Board of Zoning Appeals. This budget is the endeavor to interpret, as can best <br /> <br />be done, into dollars and cents the thinking of all of these people, and, to <br /> <br />combine that thinking with what is felt to be the wishes of you, the City Council. <br /> <br />Each year during the process of preparing a budget, disappointments are <br /> <br />frequent as it is realized that many hopes and ambitions of community develop- <br /> <br />ment must be set aside when it becomes apparent the anticipated funds will not <br /> <br />go around to every need or wish. Then through the year which follows a budget, <br /> <br />hope revives on long thought of projects and objectives, and interest generates <br /> <br />with new ideas for the betterment of the city. This is the feeling that develops <br /> <br />and continues to magnify itself as each year progresses. The Council, the <br /> <br />citizen groups, personnel of the city government, and interested people of the <br /> <br />community all go through this proces s of the year with the goal set that maybe <br /> <br />in the next budget some of the very important things our city needs can be met <br /> <br />or started. <br /> <br />.. <br /> <br />Such a proces s has been particularly true over the past twelve months as each <br /> <br />of the groups and persons, in varying matters, have shared the ambition of <br /> <br />seeing the 1959-60 budget provide in a real manner the accomplishment or start <br /> <br />of a great many civic objectives. But then in the preparing of this budget, as <br /> <br />it has in past years, but perhaps more so this year, has come the disappoint- <br /> <br />ments of seeing much set aside in the procedure of matching the incoming money <br /> <br />with the outgoing. Numerous of the disappointments have been bitter and the <br /> <br />- 2 - <br />
