be listed the School Board, the City Planning Commission, the Human Values Commission, the Board of Assessors, the Board of Tax Equalization, and the Board of Zoning Appeals. This budget is the endeavor to interpret, as can best be done, into dollars and cents the thinking of all of these people, and, to combine that thinking with what is felt to be the wishes of you, the City Council. Each year during the process of preparing a budget, disappointments are frequent as it is realized that many hopes and ambitions of community develop- ment must be set aside when it becomes apparent the anticipated funds will not go around to every need or wish. Then through the year which follows a budget, hope revives on long thought of projects and objectives, and interest generates with new ideas for the betterment of the city. This is the feeling that develops and continues to magnify itself as each year progresses. The Council, the citizen groups, personnel of the city government, and interested people of the community all go through this proces s of the year with the goal set that maybe in the next budget some of the very important things our city needs can be met or started. .. Such a proces s has been particularly true over the past twelve months as each of the groups and persons, in varying matters, have shared the ambition of seeing the 1959-60 budget provide in a real manner the accomplishment or start of a great many civic objectives. But then in the preparing of this budget, as it has in past years, but perhaps more so this year, has come the disappoint- ments of seeing much set aside in the procedure of matching the incoming money with the outgoing.
