All details of the bond is,me hereby authorized, not hereby determined, shall be hereafter deter- mined by the Council of the City of Martinsville. SECTION V. None of the bonds hereby authorized shall be issued until all of said bonds shall have been approved by the affirmative vote of the two-thirds of the qualified voters of sai~Dity voting on the question of issuing said bonds, at an election called for that purpose, which said two-thirds shall include a majority of the qualified registered voters owning real estate in said City and voting in such election on such question. SECTION VI. The question, whether the bonds hereby authorized shall be is:3Ued, shall be submitted to the qualified voters of the City of Ma~tinsville at a special election to be held on February 8, 1966. The Circuit Court of the City of Martinsville, or a Judge thereof, is hereby requested to enter an order directing the proper election officers of s~Ld City to take slli~h steps and prepare such means as may be necessary to submit to the qualified voters of said City at such special election the following question: "Shall the City of ~rtinsville issue its negotiable bonds in the aggregate principal amount of $900,000.00 to finance the cost of building, constructing and equipping a Municipal Building and Jail, such bonds to bear interest at not exceeding six per cent (6%) per annum and to mature wi thin a period of not more than thirty (30) years beginning with the date of said bonds in such annual in:3tallments as the Council of said City may determine in accordance with Law"? 'SECTION VII. This Ordinance shall take effect at the time and in the manner provided by law. Having -::Jeen recently requested by the State Auditor of Public Accounts that his office--because of illness of members of his staff and because of a considerable backlog of work--be relieved of the assignment of conducting the City's annual audit for its fiscal year ended June 30, 1965, Council authorized Mayor Wilson and the Acting City Manager to select a local CPA firm to replace the State Auditor's office for this auditor assignment. (Note: On December 16, 1965, Mayor Wilson and W. H. Yeaman selected the firm of James L. Lavinder, - CPA) . Council acknowledged receipt of a petition from several residents of Virginia Street, citing certain conditions of the street and certain property which, alledgedly, detract from the appearance of other properties along this street.
