<br />4 <br /> <br />TU};SDAY <br /> <br />DECEMBER 14. 1965 <br /> <br />date of said bonds in such annual installments as the Council of said <br />City may determine in accordance with law. All details of the bond <br />is,me hereby authorized, not hereby determined, shall be hereafter deter- <br />mined by the Council of the City of Martinsville. <br /> <br />SECTION V. None of the bonds hereby authorized shall be issued until all <br />of said bonds shall have been approved by the affirmative vote of the <br />two-thirds of the qualified voters of sai~Dity voting on the question <br />of issuing said bonds, at an election called for that purpose, which <br />said two-thirds shall include a majority of the qualified registered <br />voters owning real estate in said City and voting in such election on <br />such question. <br /> <br />SECTION VI. The question, whether the bonds hereby authorized shall be <br />is:3Ued, shall be submitted to the qualified voters of the City of <br />Ma~tinsville at a special election to be held on February 8, 1966. The <br />Circuit Court of the City of Martinsville, or a Judge thereof, is hereby <br />requested to enter an order directing the proper election officers of <br />s~Ld City to take slli~h steps and prepare such means as may be necessary <br />to submit to the qualified voters of said City at such special election <br />the following question: "Shall the City of ~rtinsville issue its <br />negotiable bonds in the aggregate principal amount of $900,000.00 to <br />finance the cost of building, constructing and equipping a Municipal <br />Building and Jail, such bonds to bear interest at not exceeding six per <br />cent (6%) per annum and to mature wi thin a period of not more than <br />thirty (30) years beginning with the date of said bonds in such annual <br />in:3tallments as the Council of said City may determine in accordance <br />with Law"? <br /> <br />'SECTION VII. This Ordinance shall take effect at the time and in the <br />manner provided by law. <br /> <br />Having -::Jeen recently requested by the State Auditor of Public Accounts that <br /> <br />his office--because of illness of members of his staff and because of a <br /> <br />considerable backlog of work--be relieved of the assignment of conducting the <br /> <br />City's annual audit for its fiscal year ended June 30, 1965, Council authorized <br /> <br />Mayor Wilson and the Acting City Manager to select a local CPA firm to replace <br /> <br />the State Auditor's office for this auditor assignment. (Note: On December <br /> <br />16, 1965, Mayor Wilson and W. H. Yeaman selected the firm of James L. Lavinder, <br /> <br />- <br /> <br />CPA) . <br /> <br />Council acknowledged receipt of a petition from several residents of Virginia <br /> <br />Street, citing certain conditions of the street and certain property which, <br /> <br />alledgedly, detract from the appearance of other properties along this street. <br />
