<br />Section 21. Jurisdiction of Governmental Regulatory Bodies. "There any provision <br /> <br />of this franchise is in conflict with any lawful rule of the Commonwealth of Virginia or <br /> <br />the United States Government, or of a constituted body, agency or commission thereof <br /> <br />legally authorized to prescribe rules governing the conduct of the grantee, so that the <br /> <br />grantee cannot reasonably comply with both the provisions of this franchise and such <br /> <br />rule, then the grantee shall comply with such rule instead of the conflicting provision of <br /> <br />this ordinance, but the grantee shall comply with all of the provisions of this franchise <br /> <br />where such can be done without violating valid statutes I laws or rules of said authority <br /> <br />or authorities. <br /> <br />Section 22. General Ordinance of the City. The rights and privileges herein granted <br /> <br />are expressly subject to the conditions, limitations and provisions contained in the <br /> <br />general ordinances of the city in force relative to the use of streets or publiC places of <br /> <br />said city so far as they may be applicable to the rights and privileges herein granted I <br /> <br />and to any and all ordinances which may be hereafter passed by the city applicable thereto <br /> <br />in the exercise of the police power or any other power vested in said city for the regula- <br /> <br />tion of use of the streets of the city; a nd the city expressly reserves the right to pass all <br /> <br />such reasonable ordinances for the regulation of the use of the streets and the exercise <br /> <br />of the rights and privileges herein granted. <br /> <br />Section 23. Ordinance Severable. The provisions of this ordinance are hereby <br /> <br />declared to be severable. If any section, provision, exception, sentence, clause I <br /> <br />phrase, or part of this ordinance should I for any reason I be held invalid by a court of <br /> <br />competent jurisdiction or be voided by proper process of law I such decision or action <br /> <br />shall not affect the remainder of the ordinance, and every remaining section I provision I <br /> <br />exception I sentence, clause, phrase or part thereof shall continue in full force and <br /> <br />effect. <br /> <br />- 15 - <br />
