<br />,36 <br /> <br />TUESDAX <br /> <br />AUGUST 10. 1965 <br /> <br />City Manager Hirst informed Council of recent developments pertaining to a <br /> <br />proposed CATV franchise, including discussions with both proponents and <br /> <br />opponents and with officials of another Virginia city now considering CATV <br /> <br />proposals. Meanwhile, Mr. William Lawless presented a prepared statement <br /> <br />on behalf of the local division of the Virginia Electronic Association in <br /> <br />which certain suggestions were made concerning CATV franchise requirements. <br /> <br />Council continued this matter for further study. <br /> <br />City Manager Hirst reported that, as a result of conferences with Attorney <br /> <br />J. English Ford, counsel for Mr. Strother Fulcher, a proposal has been <br /> <br />made by Mr. Fulcher that the City and Mr. Fulcher exchange right-of-way <br /> <br />on an appraised-valuation basis to provide for a realignment of right-of-way <br /> <br />in front of Mr. Fulcher's new filling station on the south side of Memorial <br /> <br />Boulevard (North) near the City's west corporate limits and, too, to lease <br /> <br />additional right-of-way at no cost until such time as the City might have <br /> <br />need of same. Council, however, agreed to the exchange of right-of-way <br /> <br />necessary for realignment without any cost or value being involved; and to <br /> <br />the leasing of required additional right-of-way on a dollar-per-year basis <br /> <br />until needed by the City or until this lease is terminated by the City. <br /> <br />By letter dated August 10, 1965, the Planning Commission reported that at <br /> <br /> <br />its public hearing of same date held on the petition requesting the <br /> <br />rezoning of five lots--owned by Messrs. L. P. Prillaman and Charlie M. <br /> <br /> <br />Finney--from IlR-9 ResidentiaJ11 to IIM-3 Industrial", located on the west <br /> <br />side of Cherry Street, no objections were registered to the proposed rezoning <br /> <br />and, further, to the rezoning of adjoining properties owned by Mrs. Edmonia <br /> <br />G. Starling and by Mr. E. G. Ramsey as proposed by the Commission. The <br /> <br />,.
