<br />4( <br /> <br />TUESDAY <br /> <br />MAY 25, 1965 <br /> <br />inasmuch as they feel that their properties now constitute a lllibridgelt <br /> <br />between the present l1downtown" commercial district and the new Patrick <br /> <br />Henry Mall shopping center on East Church Street. Mr. Frank Fulton, of <br /> <br />the Trust Department of the First National Bank of Martinsville & Henry <br /> <br />County, reported, too, that (as agent for one property) his bank has been <br /> <br />unable to negotiate with a firm which desires to locate its retail business <br /> <br />on this property within the block because of the present zoning classification <br /> <br />but--should the property be rezoned to commercial--would be in a position to <br /> <br />negotiate for the use of the property. Council took this matter under <br /> <br />advisement, indicating that it would view the properties and, if favorable <br /> <br />to the petition, would confer with the Planning Commission. <br /> <br />Upon recommendation of the City School Board, Council adopted the following <br /> <br />resolution supplementing prior actions in applying for an advance planning <br /> <br />loan (for school facilities) from the Federal Housing & Home Finance Agency: <br /> <br />WHEREAS, the City of Martinsville, Virginia, on recommendation of the <br />Martinsville City School Board, has accepted an offer from the United <br />States Government for an advance of the planning documents pertaining <br />to proposed new school facilities; and, <br /> <br />,- <br /> <br />WHEREAS, J. Coates Carter, A.I.A., and Sharp & Handren, A.I.A., were <br />engaged to prepare the planning documents for the aforesaid facilities, <br />and whereas said School Board has advised that said architects have <br />completed documents and submitted them for approval; and, <br /> <br />"WHEREAS, said School Board has advised that the completed planning <br />docwnents have been carefully studied and are considered by it to <br />comprise adequate planning of the school facilities it deems essential <br />to the community; <br /> <br />NOW, THEREFORE, be it resolved by the Council of the City of Martinsville, <br />Virginia, that the planning documents submitted by said architects as <br />the basis for detail planning of the proposed school facilities dated <br />April 3, 1965, and the statements of Form CFA-430, Request For Review <br />and Approval of Planning Documents in connection with Housing and Home <br />Finrolce Agency Project #P-VA-3066, be and the same are hereby confirmed <br />as bearing the approval of the School Board of the City of Martinsville, <br />Virginia; and, that certified copies of this Resolution be filed with the <br />Hous~ng and Home Finance Agency. <br />
