<br />:92 <br /> <br />TUESDAY <br /> <br />APRIL 27, 1965 <br /> <br />an advance planning loan the School Board is seeking from the Federal <br /> <br />Government for school facilities: <br /> <br />WHEREAS, the Housing and Home Finance Agency of the United States <br />Government has directed execution by the City of Martinsville, <br />Virginia, of the Assurance of Compliance with Title VI of the <br />Civil Rights Act of 1964 as condition of the said Housing and <br />Home Finance Agency of approval of a planning load to the City <br />of Martinsville for school facilities; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this 27th day of April, 1965, that its <br />City Manager, J. F. Hirst, be and is hereby suthorized to execute <br />on behalf of the City of Martinsville an Assurance of Compliance <br />with Title VI of the Civil Rights Act of 1964 and, further, is <br />hereby directed to forward to said Housing and Home Finance Agency <br />certified copies of this resolution. <br /> <br />Upon written petition from Henry County Sheriff C. P. Witt, on behalf of the <br /> <br />Henry County Junior Deputy Sheriffs' League, and pursuant to Council's <br /> <br />assurance relating thereto recorded in its meeting of April 13, 1965, the <br /> <br />Council directed a refund of the license tax of $150.00 paid by the League <br /> <br />in connection with its sponsorship on April 17th of a circus. Following this <br /> <br />action, members of Council commented on the types of entertainment generally <br /> <br />offered by such presentations, particularly by carnivals; further, Council <br /> <br />inquired as to regulations, i.e., safety and health, governing the conduct <br /> <br />of carnivals within the City. <br /> <br />City Manager Hirst presented the following summary of bids received by the <br /> <br />City on April 22nd for the construction of a new central fire station at the <br /> <br />corner of Moss and Church Streets, with Council accepting the lowest bid, viz., <br /> <br />that of $144,600.00 submitted by Stanley Clark, Contractor, and with Council <br /> <br />indicating that the project should be proceeded with as soon as possible: <br /> <br />Stanley Clark . . . <br /> <br />L. R. Cox . . . . . . <br /> <br />Frith Construction <br />J. V. Richardson . . . . <br />Stanley Bowles <br /> <br />$144,600.00 <br />174,140.00 <br />161,600.00 <br />1 55 , 830 .00 <br />157,500.00 <br /> <br />Council's acceptance of the Clark bid was supported in writing by the <br /> <br />architectural firm of J. Coates Carter. <br />
