<br />3~ <br /> <br />TUESDAY <br /> <br />APRIL 1 3. 1965 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frrolk Wilson presiding, was held Tuesday, April 13, <br /> <br />1965, beginning at 7:30 P.M., in the City's Municipal Courtroom, City Hall, <br /> <br />all members being present, viz., Mayor J. Frank Wilson; Vice-Mayor F. T. Renick; <br /> <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held March 23, 1965. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on its proposal to increase the City's tax rate on taxable real estate and on <br /> <br />public service corporation properties from $1 .85 to $2.00 per one hundred dollars <br /> <br />of assessed valuation, effective with the 1965 tax levy, with the proceeds from <br /> <br />this increase to be used in accordance with the capital improvements plan <br /> <br />proposed January 12, 1965. The record shows that no objections to this proposed <br /> <br />increase were registered and, upon motion (duly seconded), Council adopted the <br /> <br />following ordinance effecting said rate increase: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this thirteenth day of April, 1965, that <br />an ordinance entitled IIReal Property Tax Ordinancell adopted April 26, <br />1949, and as amended, be and is hereby amended to provide that, <br />effective with the tax-levy year 1965, the tax rate on all real estate <br />within the City of Martinsvillc (not exempt from taxation), including <br />public service corporation property, shall be two dollars ($2.00) per <br />one hundred dollars of assessed valuation. <br /> <br />Pursuant to duly-advertised public notice, Council also conducted a public <br /> <br />hearing on a proposal to rezone to IIP_1 Professionalll all properties--not <br /> <br />already so zoned--fronting on the south side of East Church Street between <br /> <br />Starling Avenue and Oakdale Street, which would include the Piedmont Trust <br /> <br />Bank1s petition submitted January 26, 1965 requesting such rezoning of the <br />
