<br />3r <br />~ <br /> <br />TUESDAY <br /> <br />DECEMBER 8. 1964 <br /> <br />authorized the sale of this site to Frith Construction Company (or to Mr. J. <br /> <br />Burness Frith) at $2,800.00 per acre, for the purpose stated in Council's minutes <br /> <br />of Novemh?r 24th. Council also accepted City Manager Hirst's recommendation that <br /> <br />$1,350.00 be appropriated from the proceeds of this sale for the cost of the <br /> <br />water line extension and that the remainder of such proceeds be invested and <br /> <br />reserved toward purchase of a new Prison Farm site. Upon inquiry, Council <br /> <br />.- <br /> <br />indicated that the cost of extending the City's utility lines to other sites <br /> <br />when purchased is to be borne by the City but included in the price of the land <br /> <br />as sold. <br /> <br />Ci ty Manager Hirst informed the Council that the State Water Control Board has <br /> <br />advised that it is in receipt of a complaint registered by Mr. William N. Richey, <br /> <br />who residE~s at 732 Craig Street, pertaining to sewage conditions in Rugg Creek <br /> <br />whic~h flovrs, in part, acros" Mr. Richey's property. The Board then requested the <br /> <br />Ci ty to review its current E3ewerage system improvements program to determine if <br /> <br />the schedule for correction of the Rugg Creek condition can be accelerated. <br /> <br />With Council's concurrence, City Manager Hirst reported that he would reply to <br /> <br />the Water Control Board's inquiry, and would point out that (1) the Council <br /> <br />requested on August 11, 1964 that the program be speeded in this area; (2) the <br /> <br />situation is the result of line overload due to storm drainage immediately <br /> <br />following heavy rains; (3) the project is already programmed under a Federal <br /> <br />Grant project; and (4) the City's consulting engineers have been asked to <br /> <br />separate this immediate area for completion of engineering work. Mr. Hirst <br /> <br />reported further that immediate correction of two residential roof drains into <br /> <br />,- <br /> <br />the system and one manhole overflow is in process. Some of the problems that <br /> <br />will be faced in constructing a new sewer line along this creek or for this <br /> <br />area, Mr. Hirst cited, will for the first time involve right-of-way easements <br /> <br />to enable constru_ction acrOas residential properties and will require patience <br /> <br />and cooperation of the people residing in the area. <br />
