TUESDAY

NOVEMBER 24, 1964

Through Mr. Rieves S. Hodnett, President of Burch-Hodges-Stone, Inc.,

Council received an inquiry from Mr. J. Burness Frith in which Mr. Frith

expressed an interest in purchasing from the City some ten acres of land

located within the City's Industrial Park east of Route 220 South. City

Manager Hirst recommended that, should the City sell such a tract of land

within the general area in which interest has been expressed, the City

retain possession of land adjacent to the City's water storage tank and

a nearby dwelling, including these improvements, as well as an undeveloped

roadway and the City's target-practice range; and, further, that any required

surveys be made by (or for) and paid for by the purchaser. Vice-Mayor Renick

urged Council to consider carefully not only the amount of land it might sell

within the Industrial Park from time to time but also to relate intended

usages with the general development purpose of the Park, particularly inasmuch

as--in Mr. Frith's case, for example--the site he might purchase might not be

entirely required for a proposed public storage warehouse nor might such a

warehouse be entirely in keeping with the City's general development aims.

Council agreed, however, to consider Mr. Frith's inquiry and to negotiate with

Mr. Frith for site location, at a tentative price of $3,000.00 per acre.

Meanwhile, Councilman Boaz suggested that proceeds from the sale of Industrial

Park tracts be reserved for purchase of a new Prison Farm site; whereupon

Council asked council~omas J. Burch and City Manager Hirst to act as a

study committee to survey the Prison Farm's needs, its present location, and

other related matters, including consideration of such farm sites as might be

for sale.

City Manager Hirst reported that various aspects of the proposed connecting

street between Liberty Street and Northside Drive--as related to current

expansion of the Sale Knitting Company plant on Franklin Street--are currently

under study and that contacts 8re being made with the Southern Railway System
