3: TJESDAY NOVEMBER 24, 1964 ..~ The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, November 24, 1964, beginning at 7:30 P.M., in the Council Chamber, City Hall, with all members being present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, M.D.; Harry L. Boaz; Thomas J. Burch; and E. E. Stone. - After the invocation, Council approved as recorded the minutes of its regular meeting held November 10, 1964. In connection with a petition referred by Council under date of December 10, 1963, to the Planning COmmi'3sion, submitted by Dr. Bate C. Toms, Jr., and Dr. S. W. Adams, and requesting the rezoning for uprofessional~ usage that property immediately north of, and adjacent to, Martinsville General Hospital property, the Planning Commission reported that at one time ilthat the public interest would best be served if this property were acquired by Martinsville General Hospital for expansion purposesH. The Commission reported further that negotiations between the hospital and the present owners were entered into but were discontinued approximately three months ago and that the Board of Trustees of the hospital has withdrawn all offers previously made. The Commission reported, too, that it held a public hearing on November 17, 1964, towards rezoning this property and that two property owners were represented as being opposed to the proposed rezoning. Immediately following the public hearing, the Commission went on record--as confirmed by its report and letter of November 24, 1964--as unanimously recommending to the Council that the property be rezoned to 1"P-1 Professional!.!. Council unanimously accepted the Commission's recommendation subject to a public hearing--to be duly advertised-- to be conducted by the Council at its regular meeting to be held December 22, 1964.
