<br />3j <br /> <br />TUESDAY <br /> <br />'SEPTEMBER 8. 1964 <br /> <br />/~.""'" <br /> <br />Upon City Manager Hirst's recommendation, Council approved for execution by <br /> <br />appropriate City officials an agreement between the City and Mrs. Lula Hairston, <br /> <br />whereby Mrs. Hairston is deeding to the City a nine-inch strip of land along her <br /> <br />property at the corner of Smith Road and Fayette Street, with the understanding <br /> <br />that the City will construct a twelve-inch curb-wall along the new property <br /> <br />boundary line. <br /> <br />,- <br /> <br />Because of the conflict between Council's next regularly-scheduled meeting <br /> <br />(i. e., September 22nd) and the 1964 Annual Virginia Municipal League Meeting to <br /> <br />be held in Arlington, Virginia, September 20th-21st-22nd, Council re-scheduled <br /> <br />its next meeting to Thursday, 'September 17th. <br /> <br />In connection with a recent complaint registered by Mr. Ralph Moore, of 507 <br /> <br />South College Street, regarding sewage contamination and air pollution in the <br /> <br />area, Council was informed that the problem stems from a hydrogen sulphide <br /> <br />odor emanating from a dye process being used by a local textile plant. <br /> <br />Council briefly discussed the status of sewage conditions along Rudd Creek, <br /> <br />smoke abatement and air pollution, enforcement regulations regarding trash and <br /> <br />beer cans being thrown along the streets, and the possibility of requiring dogs <br /> <br />to be leashed. <br /> <br />Council was adjourned. <br /> <br />.- <br /> <br />W.
