02

AUGUST 25, 1964

TUESDAY

City Manager Hirst reviewed his report--submitted August 11, 1964--on storm

drainage in the Jefferson Circle-Craig street area, after which Mr. & Mrs.

William Richey and Mr. & Mrs. Harold Wilson, residents of Craig Street,

reiterated their opinion that the City has some responsibility to protect

properties in the area from flooding and soil erosion. In addition, these

citizens again pointed out the fact that the creek along their properties

contains sewage; whereupon, as it did August 11th, Council indicated that

the City does have a responsibility to abate the sewage conditions in the

area and that studies and procedures to this end are already in process.

Meanwhile, Mr. Jack Zachary, a resident of the area, urged Council to

include in its studies the prospect of increasing drainage problems in

order that long-range plans might be formulated and carried out to minimize

and/or correct the conditions.

In response to an inquiry from Lester Lumber Company, Council acknowledged its

agreement with Lester Lumber Company to improve the right-of-way along the

Armory Road (or Lester Boulevard) from the new Armory to the corporate limits

and, in accordance with said agreement, Council directed that said improvements

be undertaken and completed as soon as possible.

Mr. Jehn J. Hartley, Attorney at Law and Counsel for West Window Company,

appeared before Council and requested that Council--through a prepared

easement agreement--provide access and ingress over City-owned property to

West Window Company's plant in the Airport-Industrial Park for a roadway to

its loading area. Council unanimously granted this request by authorizing

Vice-Mayor Renick and Council's Clerk to execute said easement agreement.
