<br />2: <br /> <br />TUESDAY <br /> <br />AUGUST 11. 1964 <br /> <br />so extend the line, for a distance of approximately 320 feet, at his expense <br /> <br />and in ac;cordance with the Cityfs specifications. <br /> <br />Pursuant to Section 58-1142 of the CODE OF VIRGINIA, Commissioner of the <br /> <br /> <br />Revenue ~-. David Morris recommended the refunding by the City of the amount <br /> <br /> <br />of $215.07 to the Sons of Solomon Lodge #111, AF & AM, covering real estate <br /> <br />taxes ass,essed and paid for the tax years 1961,1962, & 1963. Under this <br /> <br />section of the State Code, it was determined that the lodge should have been <br /> <br />tax-exempt; however, on the advice of City Attorney Cubine that the property <br /> <br />consists of vacant land and, therefore, could not be used for lodge pUrposes <br /> <br />and, accordingly, could not be declared tax-exempt, Council rejected the <br /> <br />Commissionerrs recommendation. <br /> <br />City Manager Hirst notified Council that: <br /> <br />(1) Dedicatory services for the new National Guard Armory are <br /> <br /> <br />scheduled to be held the afternoon of Sunday, September 13, 1964; <br /> <br /> <br />(2) Pursuant to requirements of the City Charter, Council must hold <br /> <br /> <br />its biennial organizational meeting September 1, 1964, at 9:00 A.M.; <br /> <br />(3) That the 1964 annual conference of Local Governmental Officials will <br /> <br />be conducted at the University of Virginia August 31st, September <br /> <br />1st, and September 2nd, 1964; and <br />(4) The 1964 convention of the Virginia Municipal League will be held <br /> <br />in Arlington, Virginia, September 20-21-22, 1964. <br /> <br />Mr. Bobby P. White, Vice-President of Burroughs-White Chevrolet Corporation, <br /> <br /> <br />appeared before Council and reviewed matters covered by correspondence with <br /> <br /> <br />City officials and with others wherein Mr. White alledged that the procedure <br />
