<br />2 <br /> <br />TUESDAY <br /> <br />JULY 28, 1964 <br /> <br />~.>>'..- <br /> <br />Council indicated unanimouE, concurrence in the following written suggestions <br /> <br />of City Manager Hirst, dealing with the acquisition of right-of-way (and <br /> <br />additional right-of-way) which might be required for the proposed street <br /> <br />improvements which might be authorized by Council: <br /> <br />1. That the City borrow, on short term obligation consistent with <br />the Charter, limited fU'Clds as needed for the purpose of purchasing <br />prop2rty which may become available within the proposed route of the <br />inner loop of the Thoroughfare Plan. <br /> <br />r-- <br /> <br />2. That the authorization for such funds and for any sucn borrowing <br />be made only in instances when specific properties are available and <br />where City Council mignt specifically authorize. <br /> <br />3. That an initial amount based on property on which there has been <br />preliminary discussions and negotiations to date is approximately $35,000. <br /> <br />4. That this procedure would not change:; established methods of <br />purchasing property, i.e., procurement of appraisals, presentation <br />to City Council and specific approval of Council in instance of <br />each parcel. <br /> <br />5. That if the City should obtain funds through a bond program for the <br />Thorc1ughfare Plan, then such borro'vJed monies would be repaid therefrom. <br /> <br />6. That if such bond funds should not be made av^lilable, then repayment <br />of the indebtedness would be budgeted annually as might be determined in <br />the f"u"bure. <br /> <br />This Droposal does nJt commit the City Councilor the City either to <br />purchasing of property or to the borrowing of funds. Its intent is to <br />afford grounds on which City personnel might discuss or negotiate '.-lith <br />pToperty own8rs in instances where parcels offer an opportunity of <br />availability. <br /> <br />-,-, <br /> <br />By unanimous action, Council accepted Mr. Mor ton 'W. Lester's offer, on behalf <br /> <br />of The Lester Corporation (of which he is president), to pay to the City the sum <br /> <br />of $400.00 per lot in exchange for the construction of a sewer line by the City <br /> <br />to provide sewer service to the five lots owned by The Lester Corporation on <br /> <br />,- <br /> <br />Park Court, north of Cherokee Trail. <br /> <br />By petition, Mr. William C. Beeler requ2sted the providing by the City of sewer <br /> <br />service--through a connecting sewer line not built or contemplated in the current <br /> <br />sewerage system improvement program--for several lots owned by ]vIr.
