<br />21 <br /> <br />TUESDAY <br /> <br />MAY 26, 1964 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council <br /> <br /> <br />Chamber, City Hall, Tuesday, May 26, 1964, beginning at 7:30 P.M., all <br /> <br /> <br />members of Council being present, viz., Mayor J. Frank Wilson; Fred T. Renick, <br /> <br />M. D.; Thomas J. Burch; Harry L. Boaz; and E. E. Stone. <br /> <br />.- <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held May 12, 1964. <br /> <br />After receiving City Manager Hirst's recommended budget of $5,738,191.41 for <br /> <br />the fiscal year beginning July, 1964, accompanied by his budget message or <br /> <br />report thereon, Council called for a duly-advertised public hearing, on the <br /> <br />proposed bl0get, to be conducted Tuesday, JUDe 16, 1964, beginning at 7:30 <br /> <br />P. M., in the Council Chamber, Ci ty Hall. <br /> <br />- <br /> <br />Mr. Lee Gilbert, on behalf of the Martinsville-Henry County Board of Realtors <br /> <br /> <br />(of which he is president), informed Council that this group of realtors will <br /> <br /> <br />be represented at each meeting of Council, as well as at each meeting of the <br /> <br /> <br />Henry County Board of Supervisors, in the role of observers, meanwhile offering <br /> <br />assistance to the Council in any way possible. <br /> <br />- <br /> <br />Messrs. Daniel Martin and Edd Hooper, by letter, requested Council to set <br /> <br />aside the metered parking ~;paces at the east end of the City's Fayette Street <br /> <br />Parking Lot as a market place for licensed retail peddlers of produce and like <br /> <br />products, offering in exchange to pay rental fees along with parking fees; <br /> <br />however, Council indicated that its opinion expressed May 12, 1964, with <br /> <br />regard to the use of this lot for the sale of home-grown produce, did not <br /> <br />envision and contemplate the use of these spaces by licensed retail peddlers. <br /> <br />Furthermore, by way of confirmation, Council adopted the following resolution <br /> <br />designating these spaces as a limited market place for those persons, properly <br />
