Finney, consisting of an 83- <br />foot lot iln'1ediately adjacent to and north of the Frith-Jamison <br />property referred to hereinabove; and <br />(c) Ai'l area bounded by the norLh line of the present "B-2 IndustrialT' <br />zone north of the Carolina & North1,'iestern Railway right-of-wa.'T, <br />the ea:3t line of Rahlway Street from Old Stultz Road to its <br />angle point, the soath line of the Frith-Jamison property, and <br />the west line of Lesters Lane and Liberty Street. <br /> <br />Pursuant to City Manager Hirst's request, Council continued until its next regular <br /> <br />meeting (January 28, 1964) the proposed new Zoning Code and Map in order to give <br /> <br />interested persons an additional opportunity to confer with Council on specific <br /> <br />~ . <br />quesvlons. <br /> <br />Attorney John D. Epperly appeared before Council as legal representative of a <br /> <br />number of "do:..rntown" business firms, continuing his representation before Council <br /> <br />at prior meetings in support of that section of the proposed Thoroughfare Plan <br /> <br />relating to the IIdowntown" business area. City Manager Hirst, by report dated <br /> <br />January 14, 1964, discussed the plan as it would affect the IIdowntownll business <br /> <br />area and as identified as "Phase 1", which phasF) is estimated to cost $3,165,000, <br /> <br />including estimated cost of right-of-way. City Manager Hirst pointed out the <br /> <br />several methods of financing this phase or a portion of the phase and, meanwhile, <br /> <br />urged Council to provide means for' acquiring right-of-way as it becomes available <br /> <br />or is needed, once Council has adopted the Thoroughfare Plan or any of its <br /> <br />segm<::mts. <br /> <br />- <br />
