Epperly appeared before Council as legal representative of a <br /> <br />number of "do:..rntown" business firms, continuing his representation before Council <br /> <br />at prior meetings in support of that section of the proposed Thoroughfare Plan <br /> <br />relating to the IIdowntown" business area. City Manager Hirst, by report dated <br /> <br />January 14, 1964, discussed the plan as it would affect the IIdowntownll business <br /> <br />area and as identified as "Phase 1", which phasF) is estimated to cost $3,165,000, <br /> <br />including estimated cost of right-of-way. City Manager Hirst pointed out the <br /> <br />several methods of financing this phase or a portion of the phase and, meanwhile, <br /> <br />urged Council to provide means for' acquiring right-of-way as it becomes available <br /> <br />or is needed, once Council has adopted the Thoroughfare Plan or any of its <br /> <br />segm<::mts. <br /> <br />- <br />
