<br />21 <br /> <br />MO:\rDAY <br /> <br />DFCE~m~R 30, 1963 <br /> <br />The regular semi-monthly meeting (re-scheduled from Tuesday, December 24, 1963) of the Council <br /> <br />of the City of Martinsville, Virginia, with Mayor J. rrank Wilson presiding, was held in the <br /> <br />Couneil Chamber, City clall, Monday, J~cember 30, 1963, beginning at 7:30 P.M., with all members <br /> <br />present with the exception of Counciban Harry L. Boaz, v:Lz., Mayor ,J. Frank 'Nilson; Vice-Eayor <br /> <br />Fred T. Renick, M.D.; Thomas J. Burch; and E. E. stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular meeting held <br /> <br />December 10, 1963, and of its special meeting held December 19, 1963. <br /> <br />Purc:i1:ant to duly-advertised public notice, Council conducted a public hearing on a proposal-- <br /> <br />carrying the Planning Commission's approval--to rezone to JlB-2 IndustrialJl all of that property <br /> <br />mmed by MoorefielcJ.ts Clea.'1ers ?r Laundry, Inc., located at 622 Memorial Boulevard and including <br /> <br />a lot located between Cross Street and the rear of the existing Moorefield plant. Several <br /> <br />citizens residing in adjacent residential areas appeared before Council and registered objections <br /> <br />to the proposed rezoning on the claims that enlargment of the plant would increase air pollution <br /> <br />in the area and/or would depreciate the value of adjacent residential properties. In cormection <br /> <br />with the air pollution objection, Council was infonned that considerable improvement has recently <br /> <br />been effected by Moorefield's through fuel change or conversion and, further, that Moorefield's <br /> <br />is cooperating and will cooperate in every manner possible to control and minimize smoke <br /> <br />emission and air pollution. Upon motion, dul;y seconded and unanimously carried, Council approved <br /> <br />the rezoning proposal by a,11ending the City's Zoning Code and Map through the following ordinance: <br /> <br />,.- <br /> <br />BE rr nT-tDAlNED by the Council of the City of Martinsville, Virginia, in regular meeting <br />assembled this thirtieth day of December, 1963, that the City's Zoning Code and Zoning <br />Map be and are hereby amended to reclassify--for zoning purposes-to lIB_2 Industrial" <br />all t.hat property identified as Moorefield's Cleaners ?, Laundry, Inc., located at 622 <br />Memorial Boulevard, including a lot o1Jmec by said Moorefield's Cleaners & Laundry, Inc., <br />loca.ted bet\'leen Cross Street and the rear of the exi.'3til1f~ Moorefield plant. <br />
