<br />208 <br /> <br />DECEMBER 10, 1963 <br /> <br />TUESDAY <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor J. Frank vYilson presiding, was held in the Council Chamber, City Hall, Tuesday, <br /> <br /> <br />December 10, 1963, beginning at 7:30 P.M. All members of Council were present, viz., Mayor <br /> <br />J. Frank Wilson; Vice-Mayor Fred T. Renick, M.D.; Harry L. Boaz; Thomas J. Burch; and <br /> <br />E. E. stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular meeting held <br />November 26, 1963. <br /> <br />Pursuant to request submitted under date of November 29, 1963, and acknovdedged December 3rd, <br />the Council agenda indicated the appearance of representatives from the law firm of Broaddus, <br />Epperly, 8, Broaddus, on behalf of business firms in the TtdowntO\m" business district and in <br />support of the City's proposed Thoroughfare Plan; h~Never, these representatives did not <br />appear as scheduled and, thus, further discussion and consideration of the Thoroughfare Plan <br /> <br />was deferred until a subsequent meeting. <br /> <br />~TS. H. M. Midkiff, representing the Druid Hills Elementary School Parent-Teacher Association, <br /> <br /> <br />appeared before Council and prC!sented two petitions requesting the construction of curb-and- <br /> <br /> <br />gutter-andjor-sidewalk along sections of Indian Trail, which construction would be on the <br /> <br /> <br />usual shared-cost basis. These petitions were supported by signatures of agreement by a <br /> <br /> <br />number of property owners involved and were in conjunction with an appeal for measures to <br />reduce traffic hazards to children attending the Druid Hills School. Mrs. Midkiff als 0 urged <br />Council to provide a patrolmother for the area, particularly in the middle-afternoon hours on <br />school days, in the interest of greater safety for the children. Council suggested that study <br />be c.r,iven to traffic conditions and problems in the area and, also, that construction of the <br />curb-and-gutter-and/or-sidewalk be scheduled for the summer of 1964. <br /> <br />In acknowledc.r,ing the retirement of "Mr. William Phillip Hodnett, former Filter Plant Operator, <br /> <br /> <br />as of May 31, 1963, Council also acknowledged the presence at this meeting of ~~.
