<br />~02 <br /> <br />TUESDAY <br /> <br />NOVEMBER 26, 1963 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council <br /> <br />Chamber, City Hall, Tuesday, November 26, 1963, beginning at 7:30 P. M. <br />All members of Council were present, viz., Mayor J. Frank Wilson; Vice-Mayor <br />Fred T. Renick, M.D.; Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held November 12, 1963, and of its special meeting held <br />November 18, 1963. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public <br /> <br />hearing on a proposal--carrying the Planning Commission's approval--to <br /> <br />rezone for commercial purposes the residue of the Sally Earley Estate <br /> <br />property (not already so zoned) and a portion of C. Y. Thomas Estate <br /> <br /> <br />property, which properties are bounded by East Church Street, Brookdale <br /> <br /> <br />Street, Madison Street, and the J. P. Sutton property on Booker Road. The <br /> <br /> <br />request for rezoning of this property was initiated by W. B. Leverton & <br /> <br />Associates, which firm was represented by Attorney William F. Stone who <br /> <br />submitted estimates of additional revenue to the City of Martinsville <br /> <br /> <br />(through property taxes, and utility services) in support of the rezoning <br /> <br />petition. Also submitted were an architect's sketch of the propo&ed mall- <br /> <br /> <br />type shopping center planned for the area by the petitioner; and a map of the <br /> <br /> <br />property proposed to be developed. Mr. Stone further pointed out that two <br /> <br /> <br />members of the Planning Commission not present when the Co~ission submitted <br /> <br />its recommendation (under date of October 31, 1963) have authorized him to <br /> <br />state that they are in favor of the rezoning proposal and would have so voted <br /> <br />had they been present at the Commission meeting. <br />
