<br />1~ <br /> <br />TUESDAY <br /> <br />SEPTfl1BER 10, 1963 <br /> <br />f1busi'ClGssfl that property (not already so zoned) bounded by East Church Street and <br /> <br />Madison Street, from Bo:.'ker Road to Brookdale Street, which property--as owned or <br /> <br />to be acquired by the developer--the petitioner proposes to develop as a mall- <br /> <br />type shopping center. <br /> <br />"".-, <br /> <br />In order to avoid arw conflict between Council r s next regularly scheduled me8ting-- <br /> <br />September 24, 1963--and the annual meeting of the Virginia Municipal League to be <br /> <br />held in Roanoke, Virginia, September 22nd through September 24th, Council postponed <br />its next regular meeting from said September 24th to Thursday, September 26, 1963, <br />beginning at 7:30 P.M., in the Council Chmnber, City Hall. <br /> <br />Mr. Harry W. Brown, residing at 513 Armstead Street, appeared before Council and <br /> <br />protested the -water utility charges billed him for the period ended August 1, 1963. <br /> <br />Council referred this matter to City Manager Hirst. <br /> <br />Mr. Ronald Brugge, residing at 901 Clarke Road, appeared before Council in an <br /> <br />effort to establish responsibility for serious water drainage problems affecting <br /> <br /> <br />his property and the adjoining property, resulting from inadequate drainage pipe <br /> <br /> <br />installed by the contrac~tor who built the house and, allegedly, also from the <br /> <br /> <br />recent construction of curb-and-gutter along Clarke Road. Council referred <br /> <br />this matter to City Manager Hirst and Public Works Director George W. Brown for <br /> <br />establishment of responsibility and for report back to Council. <br /> <br />,- <br /> <br />A special committee, composed of Councilmen Burch and Stone, reported that it <br /> <br />expects to present a report on its investigation of available sites for municipal <br /> <br />building purposes at Council's next meeting. <br />
