<br />1f <br /> <br />TUESDAY <br /> <br />AUGUST 6. 1 96 3 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, <br />City Hall, Tuesday, August 6, 1963, beginning at 4:30 P.M., for the purpose of <br />conducting a duly-advertised public hearing on a petition subnitted July 9, 1963, <br />by the llmerican Furniture Company, requesting the rezoning to "B-2 Industrial" <br />of its property lying along the south aide of Aaron Street and the east side of <br />Broad street, extending back to the rear line of a tier of lots fronting Emmett <br />Street. All members of Council, with the exception of Vice-Mayor Fred T. Renick, <br />were present, viz., M3.ycr J. Frank Wilson; Harry L. Boaz; Thomas J. Burch; and <br />E. E. Stone. <br /> <br />After the invocation, Mayor Vilson stated the purpose of this meeting and called <br />for any statements in opposition to or in favor of the proposed rezoning. It was <br />noted, at this point, that the Planning Commission-upon request of the Council- <br />has already considered the rezoning petition and conducted a public hearing thereon, <br />resulting in its recommendations submitted to Council at Council's regular meeting <br />held July 23, 1963. <br /> <br />Mrs. Thomas A. (Edith F.) Palmer, residing at and owner of property at 208 Aaron <br />Street, adjoining property owned by the llmerican Furniture Company, appeared before <br />Council and expressed a number of reasons in opposition to the proposed rezoning, <br />among them being that: <br />(1) ahe purchased her property at 208 Aaron Street some years ago with <br />the understanding that adjoining property would never be rezoned; <br />(2) already, as a result of grading of adjoining property by the <br />petitioner in anticipation of construction of a large service <br />building, there have been encroaclm1ents upon her property in the <br />form. of parking of private vehiCles, use of driveway by large trucks, <br />removal of sm-ubbery, and removal of fence along her lot line; <br />
