<br />~66 <br /> <br />TUESD4Y <br /> <br />JULY 23. 196j <br /> <br />City Manager Hirst reported that City Attcrney Cubine, in searching title and <br />related matters in connection with the acquisition of the American Legion fS <br />property at 47 West Church Street--authorized by Council Mu-ch 26, 1963-has <br />discovered that a recorded easement exists across a portion of the property <br />(easement being 126 feet in length and 11t feet in width) to the benefit of <br />adjacent property owned by Dr. Henry Teague and Dr. Gordon Axelson, which <br />easement was obtained by the former owners of the Teague-Axelson property <br />under date of April 30, 1935 from Mrs. Elizabeth S. Barbour, former owner of <br />the "American legion" property. <br /> <br />The Rev. Hezeldah Morris and other representatives of the Martinsville-Henry <br />County Christian Civic Ieague appeared before COlmcil and formally requested <br />that Council appoint a Bi-Racial Conmission to consider and attempt to solve <br />community problems which have already been described and presented to Council <br />by the League in two informal meetings held June 24, 1963 and July 16, 1963. <br />After some discussion and upon motion by Councilman E. E. Stone, Council unanimously <br />authorized the appointing of a canmittee 'Whose purpose is to advise the Council <br />on any matters concerning community relations, membership of the committee to be <br />composed of members of both white and Negro citizens of Martinsville. <br /> <br />Ci ty Manager Hirst reported that, according to revised estimates submitted by <br />the Chamber of Commerce, in addition to the $30,000.00 appropriated by Council <br />in its current budget as the City's share of the cost of cmnstructing the proposed <br />Health Center, the sum of $5,000.00 will be required in connection with the application <br />being sutmitted for Federal (Hill-Burton) funds towards the Health Center construction; <br />whereupon motion, duly seconded and unanimously carried, Council appropriated from <br />its emergency fund the sum of $5,000.00 as an addition to the $30,000.00 already <br />budgeted for the purpose outlined hereinabove. <br /> <br />
