Li6 DITRSDM fEBn.U.ARY 28. 1963 One-half of the annual ta~ prescribed by subsections (a), (b), and (c) above shall be collected whenever any license plates are issued dlrring the period beginning on the 1 st da~T of Cctober in any year and endiq; on the 15th day of January in the SP-c'1le license year, and one-third of such tax shall be collected vrhenever any lie ense plate is issued after the 15th day of January in any license year. TIns ordinance shall not apply to residents of another city, town, or county in the State of Virginia \rho have paid a similar license tax to the city, tovm, or county in vrhich they are a resident. The license tax hereby levied shall be due and payable in the office of the City Treasurer or his authorized agent on and after the effective date of this ordinance and the Treasurer or his authorized agent shall supply each licensee vrith a plate vrhich shall indicate the nttmber of the license and vrhich shall be attached to the vehicle for which the tp~ \ms levied and collected. Said license place shall be placed on the vehicle so that the plate shall be in full view at all times. A'1Y ovmer of a motor vehicle, trailer, or semi-trailer, for vrhich a license tax is reouired under this ordinance "rho has not paid the license tax on or before April 15, 1963, or who has operated a motor vehicle, trailer, or semi-trailer on the streets and highvrays of the Ci ty of Martinsville for a period of thirty (30) days Hi thout having paid the license tax herein levied, or Hhi fails to display the license plate as required herein, shall be subject to a fine of not less than one dollar ($1..:)0) nor more than tvrenty-five dollars (~25.00), which shall not relieve such owner of the duty to pay the license tax. Any ordinance of the City of Martinsvi11~ heretofore pa~sed vrhich is in conflict with this ordinance is hereby repealed.
