_10 TUESDAY FEBRUARY 12, 1963 By letter dated February 11, 1963, and throagh Mr. Sam H. Baldwin by personal appearance, the Mount Zion A.M.E. Church sought exemption of the usual City license tax applicable to carnivals, the church indicating that it is considering sponsoring a carnival appearance in Martinsville during the first week in April to raise funds for the church. Council advised that it could not exempt the event from local taxation; however, Council assured the group that it would consider rebating the license tax to the church after the tax is paid. In response to a petition from Forest Park Country Club, Council indicated that it will permit the Club to connect its clubhouse sewer line to the City's Mulberry Creek Outfall Sewer Line now under construction, pending preparation and approval by the City of an appropriate agreement between the City and the Club. Council continued for further study the following matters: 1. Motor Vehicle License Tax Ordinance, for the tax year beginning March 1 5, 1963; 2. Business & Occupational License Tax Ordinance--any amendments thereto-- for the license tax year beginning May 1, 1963; 3. Zoning Code amen~~ents regarding multi-family dwellings, now being considered by the Planning Commission; and 4. Board of Equalization, presentation of nominees to the City Circuit Court. Upon City Manager Hirst's recommendation, Council approved a plan to rearrange vehicular traffic movement--with the hope of alleviating traffic conditions--along Bridge Street between Church and Main Streets and on into the public square, necessitating "No Parking" during certain specified hours along this section of Bridge Street and requiring the removal of a portion of the traffic island between Main Street and the Henry County Courthouse property.
