<br />_10 <br /> <br />TUESDAY <br /> <br />FEBRUARY 12, 1963 <br /> <br />By letter dated February 11, 1963, and throagh Mr. Sam H. Baldwin by personal <br /> <br />appearance, the Mount Zion A.M.E. Church sought exemption of the usual City <br /> <br />license tax applicable to carnivals, the church indicating that it is considering <br /> <br />sponsoring a carnival appearance in Martinsville during the first week in April <br /> <br />to raise funds for the church. Council advised that it could not exempt the <br /> <br />event from local taxation; however, Council assured the group that it would <br /> <br />consider rebating the license tax to the church after the tax is paid. <br /> <br />In response to a petition from Forest Park Country Club, Council indicated that <br /> <br />it will permit the Club to connect its clubhouse sewer line to the City's <br /> <br />Mulberry Creek Outfall Sewer Line now under construction, pending preparation <br /> <br />and approval by the City of an appropriate agreement between the City and the <br /> <br />Club. <br /> <br />Council continued for further study the following matters: <br /> <br />1. Motor Vehicle License Tax Ordinance, for the tax year beginning <br />March 1 5, 1963; <br /> <br />2. Business & Occupational License Tax Ordinance--any amendments thereto-- <br />for the license tax year beginning May 1, 1963; <br /> <br />3. Zoning Code amen~~ents regarding multi-family dwellings, now being <br />considered by the Planning Commission; and <br /> <br />4. Board of Equalization, presentation of nominees to the City Circuit <br />Court. <br /> <br />Upon City Manager Hirst's recommendation, Council approved a plan to rearrange <br /> <br />vehicular traffic movement--with the hope of alleviating traffic conditions--along <br /> <br />Bridge Street between Church and Main Streets and on into the public square, <br /> <br />necessitating "No Parking" during certain specified hours along this section of <br /> <br />Bridge Street and requiring the removal of a portion of the traffic island <br /> <br />between Main Street and the Henry County Courthouse property.
