<br />00 <br /> <br />TUESDAY <br /> <br />DECEMBER 11, 1962 <br /> <br />City Manager Hirst reported that the City is now awaiting the Federal Government's <br /> <br />action on various matters involved in the construction of the City1s proposed <br /> <br />sewage treatment plant before this project is advertised for bids. <br /> <br />Council acknowledged receipt--and continued for consideration--a petition submitted <br /> <br />by residents of Corn Tassel Trail, requesting construction by the City (on a <br /> <br />shared-cost basis) of curb-and-gutter along both sides of Corn Tassel Trail <br /> <br />between Hazelwood Lane and Spruce Street (a total distance, including both sides, <br /> <br />of approximately 3,400 feet) . <br /> <br />Upon City Manager Hirst's recommendation, Council authorized the City Manager to <br /> <br />serve as Director of Public Welfare for the City. <br /> <br />Council acknowledged the recent appointing by Mayor Wilson of Messrs. I. M. <br /> <br />Groves, Marvin L. Hill, and J. E. Jones as a Board of Viewers to proceed under <br /> <br />Section 15-766 of the Code of Virginia in connection with Sale Knitting Company's <br /> <br />petition (submitted November 27, 1962) requesting the closing and vacating of <br /> <br />Rieves Street (east of Franklin Street) and the remaining portion of Griggs <br />Street. <br /> <br />Upon motion, duly seconded and unanimJusly carried, Council declared Monday, <br /> <br />December 24, 1962, as a holiday for City personnel. <br /> <br />Vice-Mayor Renick, in commenting upon the City's financial condition as <br /> <br />reflected in the audit of the City's records for the fiscal year ended June 30, <br /> <br />1962, suggested that the City plan and embark upon a capital improvements program, <br /> <br />funds for which might be provided by inter-fund borrowing, and that the Planning <br /> <br />Commission assist in assigning priority to projects within such a program. <br />
