<br />( <br />'- <br /> <br />TUESDAY <br /> <br />DECEMBER 11. 1962 <br /> <br />,- <br /> <br />Council indicated that it is continuing its consideration of the Appalachian Power <br /> <br />CompanyTs proposals--submitted October 23, 1962--to purchase or lease the Gity's <br /> <br />electric utility system and, further, that probably in the early part of January <br /> <br />(1963) Council will confer with Appalachian officials on these proposals. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--and authorized <br /> <br />-"...-.. <br /> <br />City Manager Hirst to execute on behalf of the City--a proposed agreement between <br /> <br />the City of Martinsville and the Virginia Department of Highways providing for the <br /> <br />improving, at an estimated cost to the City of $73,151.50, of 0.542 mile of Route <br /> <br />58 from the intersection of Bob Gregory Street to the City's east corporate limits <br /> <br />on said Route 58, being a portion of East Church Street, and designated for <br /> <br />construction project purposes as Route 58, Project 0058-120-101, C-501, Federal <br /> <br />Project U-120-1(4), find further providing for the maintenance thereof by the <br /> <br />City in accordan~ with the provisions of the Federal Highway Act, as amended <br /> <br />and supplemented. <br /> <br />City Manager Hirst reviewed for Council a recent meeting between Mr. Hirst (as <br /> <br />Martinsville-Henry County Director of Civil Defense), Fire Chief Clay A. Easterly <br /> <br />-, <br /> <br />(as Coordinator of local Civil Defense), and the Henry County Board of Supervisors <br /> <br />on the local Civil Defense program, with special emphasis on a "fall-out" shelter <br /> <br />survey of the area prepared by the Federal Government. City Manager Hirst <br /> <br />further recommended that, because of time and effort required to effect a "fall- <br /> <br />out" shelter program as well as time and effort which might be required for future <br /> <br />civil defense activities, he be relieved as Director and Mr. Easterly be relieved <br /> <br />- <br /> <br />as Co-ordinator, suggesting that some other person--who might have time and <br /> <br />ability--might be employed on a part-time basis to direct and/or coordinate these <br /> <br />activities. Council suggested that the present civil defense staff study this <br /> <br />matter and submit its recommendations for consideration by the County-City governing <br /> <br />bodies. <br />
