<br />( <br />t <br /> <br />TUESDAY <br /> <br />NOVEMBER 13. 1962 <br /> <br />- <br /> <br />The Council of said City will each year during the life of this loan, <br />at the time they fix the regular levies, fix a rate of levy for schools or <br />mRke a cash appropriation sufficient for operation expenses and to pay <br />this loan in annual installments and the interest thereon, as required by <br />law regulating loans from the Literary Fund. <br /> <br />Council received from City Manager Hirst a status repor;t on the roadway being graded <br /> <br />by Lester Lumber Company, Inc., between Liberty Street and a point outside the City's <br /> <br />,- <br /> <br />corporate limits on Route 220 North, in which report it was noted that Lester Lumber <br /> <br />Company--owner of the land--is grading and will donate the 100-foot-wide roadway to <br /> <br />the City, as to that portion within the corporate limits, if the City will pave this <br /> <br />new road. One of the conditions, on which Council acknowledged prior agreement, was <br /> <br />the installation by the City of drainage culverts, cost of which (approximately <br /> <br />$12,648.00 for materials) is to be borne by Lester Lumber Company if the road is <br /> <br />not accepted by the City. City Manager Hirst pointed out, however, that because of <br /> <br />change of plans as to the point of intersection with Liberty Street, additional <br /> <br />drainage culvert--at a cost of $10,337.00 for materials--is desirable; whereupon, <br /> <br />Council agreed to the installation of this additional drainage facility on the same <br /> <br />above basis and on the assumption that the portion of the roadway lying outside the <br /> <br />corporate limits will be completed and that Henry County and/or the Virginia Depart- <br /> <br />."'.-.. <br /> <br />ment of Highways will assume the cost of paving this portion as well as provide <br /> <br />access into Route 220 North. Inasmuch as no indication has been forthcoming either <br /> <br />by the County of Henry or by the Department of Highways as to the portion outside <br /> <br />the corporate limits, Council strongly urged that a conference with Highway Depart- <br /> <br />ment representatives and other interested parties be scheduled at an early date to <br /> <br />resolve this question. <br /> <br />-- <br /> <br />In accordance with appointment requirements of the City Charter, City Manager Hirst <br /> <br />announced the appointment of Mr. Glenn D. Fuqua as Superintendent of the City's <br /> <br />Welfare Department, effective December 1, 1962, relieving Mrs. Ann H. Jones who has <br /> <br />indicated a preference for other duties within the department. <br />
