<br />B <br /> <br />TUESDAY <br /> <br />SEPTEMBER 11. 1962 <br /> <br />The regular semi-monthly meeting of the Council of the City of <br /> <br />Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was <br /> <br />held in the Council Chamber, City Hall, Tuesday, September 11, 1962, <br /> <br />at 7:30 P.M., all members being present, viz., Mayor J. Frank Wilson; <br /> <br />Vice-Mayor Fred T. Renick; Harry L. Boaz; Thomas J. Burch; and <br /> <br />E. E. Stone. <br /> <br />After the invocation, Council approved as read the minutes of its <br /> <br />regular meeting held August 30, 1962, and of its organizational <br /> <br />meeting held September 1, 1962. <br /> <br />Mr. J. English Ford, Attorney at Law, representing the Community <br /> <br />Recreation Center and its Board of Directors, appeared before <br /> <br />Council in renewal of the Center's petition submitted July 10, 1962, <br /> <br />requesting permission to operate a rifle or target range at the <br /> <br />Recreation Center on Cleveland Avenue. <br /> <br />Mr. Ford submitted basic <br /> <br />firearms rules and firing procedures which would govern the <br /> <br />operation of the range and, in addition, proposed that Chapter 10 <br /> <br />of the City Code be amended to provide that Section 10-32 thereof <br /> <br />would not apply to the target range. <br /> <br />A number of citizens, <br /> <br />including members of the Center's Board of Directors, appeared <br /> <br />in support of the petition. whereas, Mr. W. W. Clingenpeel, <br /> <br />residing at 11 Cleveland Avenue diagonally across the street <br /> <br />from the Center, renewed his opposition expressed at Council's <br /> <br />July lOth meeting and submitted a petition--containing thirty-one <br /> <br />signatures--opposing the opening and operating of the target <br /> <br />range, stating that not only are the signers af the petition <br /> <br />concerned with the danger involved but also such an operation <br /> <br />_..,,_.._,_~_____"_~,______,_,_,_.."___.~_'__..w_...__.___~ <br />
