Advise the Board of Supervisors of HeIIl'Y County of the <br />willingness of the City to join with the Board in its <br />recommendation to the Virginia Departrrent of Highways for <br />the improvement of Stultz Road by the Highway Department <br />as a complete project from U. S. Highway 220 to Virginia <br />Route 108; and does, <br />2. Further recommend to the Henry County Board of Supervisors <br />and the Virginia Th!partment of Highways their joint interest <br />in two further roadways, namely, <br />a. the roadway under construction by Lester Lumber Company <br />that will connect U. S. Highway 220 at a point east of <br />the Carolina and Northwestern RaiJway underpass and <br />extend to Route 108 within the City; am <br />b. Virri nia Secondary Route 706, known as the Dye Plant Road. <br /> <br />It being the opinion of the City Council that the first named project <br />will co nsiderably benefit the truck terminal developrrent herein cited <br />and additionally will benefit existing and prospective industrial <br />development in both the County and City; and, that major improvemerrt to <br />the second named road will materially aid industries within the County <br />which either now or in the future are, or will be, dependent upon this <br />road for vehicular traffic movement; Martinsville City Council does <br />hereby <br />3. Advise, by copies of this Resolution, the Board of Supervisors <br />of Henry County, through its Chairman and Clerk, and the <br />District Engineer and Resident Engineer of the Highway Depart- <br />ment of this action of the City Council. <br /> <br />Mr. J. English Ford, on behalf of the Board of Directors of the Community <br /> <br />Recreation Center located on Cleveland Avenue, petitioned for Council's approval <br /> <br />of the installation and operation by the Recreation C enter of an indoor rifle <br /> <br />(or target) range, to be operated in accordance with standards of the National <br /> <br />Rifle Association and in accordance--as to the handling of firearms within the <br /> <br />corporate limits--with regulations and ordinances stipulated and enacted by <br /> <br />City Council. Mr. W. W. Clingenpeel, residing at 11 Cleveland Avenue and <br /> <br />dj.agonally across the street from the Recreation C enter, stated his opposition <br /> <br />to the operation of such a range, giving as reasons his anticipation of <br /> <br />disturbing noise in a residential area and, also, the danger of injuring <br /> <br />persons using the Center. Council continued the request for study. <br />
