<br />Council continued for further study the matter presented Jure 12, 1962, by
<br />
<br />Miss Ethel Erwin, an attorney at law practicing in Charlottesville, Virginia,
<br />
<br />pertaining to a "CATV" or connnunity television antenna franchise.
<br />
<br />Upon motion, duly seconded and unanimously carried, Coumil adopted the
<br />
<br />following resolution in which the Cit,y- of Martirnville joins wi. th the County of
<br />

<br />Hem'y in requesting industrial access (or road construction) funds from the
<br />
<br />Virginia Department of Highways for the reconstruction of Stultz Road to
<br />
<br />acconnnodate heavy truck traffic to and from the new Virginia-Carolina Trucking
<br />
<br />Company site am }roposed terminal on Stultz Road:

<br />WHEREAS, Mr . James C. Stone, Pres ident of Vir ginia-C ar olina Fre ight
<br />Lines, Inc., appeared before Y.artinsville City Council, in regular
<br />meetj.ng on June 26, 1962, ani advised the Council that his company has
<br />underway a relocation project wherein the company is already constructirg
<br />new truck terminal facilities adjacent to am outside the corporate limits
<br />of the City; and,
<br />WHEREAS, the Council has been further advised that the project
<br />involves also the relocation to the same general area of terminal faci-
<br />lities fot" a second firm, viz., Roy Stone Transer Corporation, presently
<br />situated in Collinsville; and,
<br />WHEREAS, the Council has been further advised, and does concur, that
<br />the terminal developments will concentrate in the irrmediate area a high
<br />volume of truck units; and,
<br />'~VHEREAS, the only public roadway access to the terminal area is
<br />Stultz Road (Virginia Secomary Route 667), with the terminal area being
<br />situated at an approximate midpoint along Stultz Road between the road IS
<br />western terminus at u. S. Highway 220 in Henry County and eastern terminus
<br />at Virginia Primary Route 108 in the City of Martinsville; and,
<br />WHEREAS, S tul tz Road, be th with in Henry County and Martinsville, is
<br />of inadequate design for the indicated future use and does pass through
<br />concentrated residential areas; and,
<br />WHEREAS, the Council does understand and was advised by President
<br />Stone that the Board of Supervisors of Henry County, in response to his
<br />request, on June 25, 1962, adopted a resolution calling on the Virginia
<br />Departm:mt of Highways to improve said Stultz Road as situated within
<br />Henry County; and,
<br />WHEREAS, President Stone has, by his appearance before Council on
<br />said Jure 26, 1962, solicited the interest of the City of Martinsville
<br />in the improvement of Stultz Road, including the poss:ible relocation of
<br />the road's connection with Virginia Primary Route 108.
