Y <br /> <br />MAY 1, 1962 <br /> <br />- <br /> <br />be in accordance with the development schedule of the <br />property, rather than it being incumbent upon either <br />party t~Jat total conveyance and/or total construction <br />'oe consummated at one tine. <br /> <br />In the event of an abandonment by the Norfolk & Western <br />Hailway Company of any right-of-way or portion of any <br />right-of-way conveyed by the City of MartinsvilJB, <br />such right-of-way shall revert to the City of Martinsville <br />in fee simple. <br /> <br />-- <br /> <br />The City of Martinsville shall not be obligated in any <br />manner as to cost of surveys, grading, or construction <br />referred to herein. <br /> <br />Council then introduced an ordinance, as preppred by City Attorney Cubine <br /> <br />in accordance with Council's instructions of April 27, 1962, which would <br /> <br />initiate armexation proceedings in accordance with the Planning Commission's <br /> <br />recommendations submitted April 27, 1962. In connection therewi th, City <br /> <br />Manager Hirst by memorandum :presented expenditure ani revenue estimates, <br /> <br />developed insofar as possible, in the event the property or areas proposed <br /> <br />by the Planning Commission to be annexed become a part of the City. The <br /> <br />Council then invited cormnents from persons present, of whom the following <br /> <br />indicated opposition to any annexation affecting their interests or properties: <br /> <br />(a) Mr. Dudley Walker, President, Walker Knitting Company; <br /> <br />(b) i;!r. J. C. Woolridge, of J. C. Woolridge Comoany; <br /> <br />(c) :'.':r. A. C. Wilson (by c ounse 1) ; <br /> <br />(d) Mr. S am Gus ler, Chairman of the Henry C o1.mty Board of Supervis ors ; <br /> <br />(e) Mr. Charles Bradley, representing residents of Villa Heights; <br /> <br />(f) Mr. W. D. Hartford, Plant Manager, MartinsvUle du Pont l)lant; and <br /> <br />(g) Mr. C. M. Finney, of Finney Realty and of Finney Building Supply; and <br />(h) Mr. Victor Lester, of Lester Brothers, Inc. <br />Among other persons commenting on the proposed annexation was Mr. R.ieves S. <br /> <br />Hodnett, forn--er Mayor, who suggested that Council has an obligation not to <br /> <br />abandon annexation proceedings without first obtaining the sentiment of <br /> <br />citizens.
