<br />FRIDAY <br /> <br />APRIL 27. 1~ <br /> <br />-- <br /> <br />EXPEND1T~ <br />Electriq <br />The course that would be followed in oPErating the city's electric <br />utilities in the area would require extensive consideration. As will <br />be recalled, there was a great deal or negotiations with Appalachian <br />Power Company in the 1960 petitioned annexation. It is felt that <br />certain characteristics of the area, now outlined by the Commission, <br />lend a different character to the area tram that of the two residential <br />streets which petitioned to came into the city and were incorporated <br />in 1960. JJ.s a preliminary proposal, it would be suggested that the <br />industrial loads and per haps much or the already-developed area be left <br />with Appalachian Power Company as direct power supplier. ~ch of the <br />lmdeveloped area, especially Lanier Farm and the Whittle Trust properties, <br />could be adequately and logically served by the city's distribution <br />system. This situation should be resolved with definite understanding <br />with ~palach1an Powr Company in advance of any court proceedings on <br />annexation. <br /> <br />There have been analyses made or the various operating departments of <br />the city. This information can be consolidated and presented in detail <br />to council and would undOUbtedly have to be Prepared with complete <br />thoroughness in advance of any court presentation. <br /> <br />In general Sl.1IIlDIary, it is possible to provide all normal city services <br />to the area. The area lies within the drainage basin of the proposed <br />sewerage outfall-and-collector system of the city. The Public Works <br />Department has mapped and prepared estimates of the cost of extension <br />of water and sewer utilities. A significant factor in connection with <br />water and sewer utilities is that, in view of certain projects and plans <br />already outlined by the city, a good deal of the area is already served <br />by water and sewer utili ties or will be served in the foreseeable future. <br /> <br />Some study has been given to the prOVision of school facilities and the <br />accommodations of pupils. The Commission's map would be turned ov<<r to <br />the City School Board for precise determination as to the ability to <br />accommodate pupils in the area within the present school system or to <br />accommodate them in both the present school facilities along with <br />additional facilities. <br /> <br />It is not anticipated that any major problem would develop in the <br />provision to this area of general services such as health, welfare, <br />library and recreation. They will of course incur additional cost <br />upon the present program of the city. <br /> <br />Again, and it is repeated, there have been prepared more detailed factual <br />data maps and information on this proposal and these are available for <br />study. <br /> <br />~ - -"-,- ~------~-"'''.~_.._.-.._- <br />
