<br />~3 <br /> <br />TUESDAY <br /> <br />JUNE 24, 1969 <br /> <br />The regular semi-monthly meeting of the City of Martinsville, Virginia, with <br /> <br />Mayor F. T. Renick, M.D., presiding, was held in the Council Chamber, City <br /> <br />Hall, Tuesday, June 24, 1969, beginning at 7:30 P.M., all members being <br /> <br />present, viz., F. T. Renick, M.D., Mayor; Francis T. West, Vice-Mayor; <br /> <br />Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held June 10, 1969 and of its special meeting held June 17, 1969. <br /> <br />In continuing its consideration of the City Manager's proposed budget for <br /> <br />the City's fiscal year ending June 30, 1970, Council received statements <br /> <br />and/or inquiries, as follows: <br /> <br />(1) Mrs. Elizabeth M. Doss - behalf of several retired citizens <br />residing on Ellsworth Street - how these citizens and other <br />citizens of like circumstances, i.e., with only fixed income, <br />can meet increased costs, such as might result from increase <br />in property tax rate; <br /> <br />(2) Mrs. Elizabeth M. Doss - how far in future will present sewer <br />service charge be continued; <br /> <br />(3) Councilman Harry L. Boaz - relaying opposition to proposed <br />property tax rate increase, expressed by group of ten-to-fifteen <br />citizens; and <br /> <br />(4) Councilman William D. Hobson - commenting on probable effect new <br />property assessment and reappraisal might have, where property <br />might have depreciated in value. <br /> <br />Upon motion by Councilman West, seconded by Councilman Hartford, unanimously <br /> <br />carried, Council adopted the recommended 1969-70 Budget, including the proposed <br /> <br />property tax rate increase (from $2.00 to $2.25 per one hundred dollars of <br /> <br />assessed valuation), through the following appropriation ordinance: <br />
