. '1 -lL TUESDAY MAY 13. 1969 Mr. Connie R. Hill, representing the Martinsville Community Recreation Association, Inc., appeared before Council and--after reviewing some of the activities and interests of his group in local recreation--and informed Council that, in addition to other lands purchased by this group for recreation usage, the Association is purchasing property (identified as the "Spencer" property) near and adjacent to the Sprinkle and Barnes properties recently purchased by the City off Oakgrove Avenue-Rivennont Road (some 8 acres) for the sum of $16,800.00,.payable 10% IIdown" and 10% each of nine years, with 6% annual interest on unpaid balance(s), and with right of anticipation. In connection with this acquisition, to be developed for recreational usages in conjunction with the City's property, the Association requested the following: ('I) in the event the Association becomes in default on the "Spencer" transaction, the City would assume any remaining obligations thereon; (2) the Association be consulted for recommendations and assistance in the development of plans for the usage of the combined properties and in the development of said properties; (3) Oakgrove Avenue extension, unopened, be abandoned, with proportionate parts of abandoned extension going to adjacent property owners; and (4) the Association be given concession rights to property when developed. In expressing its appreciation of the Association's interest in providing and expanding recreational facilities for public usage, Council expressed its approval of the general broad development-and-usage plan proposed by the Association. Upon motion, duly seconded and unanimously carried, Council requested the firm of Ford, Hogg, and Davidson, Certified Public Accountants, to conduct the required audit of the City's financial accounts and records for the fiscal year ending June 30, 1969.
