Hill, representing the Martinsville Community Recreation <br /> <br />Association, Inc., appeared before Council and--after reviewing some of the <br /> <br />activities and interests of his group in local recreation--and informed <br /> <br />Council that, in addition to other lands purchased by this group for recreation <br /> <br />usage, the Association is purchasing property (identified as the "Spencer" <br /> <br />property) near and adjacent to the Sprinkle and Barnes properties recently <br /> <br />purchased by the City off Oakgrove Avenue-Rivennont Road (some 8 acres) for <br /> <br />the sum of $16,800.00,.payable 10% IIdown" and 10% each of nine years, with 6% <br /> <br />annual interest on unpaid balance(s), and with right of anticipation. In <br /> <br />connection with this acquisition, to be developed for recreational usages in <br /> <br />conjunction with the City's property, the Association requested the following: <br /> <br />('I) in the event the Association becomes in default on the "Spencer" <br />transaction, the City would assume any remaining obligations thereon; <br /> <br />(2) the Association be consulted for recommendations and assistance <br />in the development of plans for the usage of the combined properties <br />and in the development of said properties; <br /> <br />(3) Oakgrove Avenue extension, unopened, be abandoned, with proportionate <br />parts of abandoned extension going to adjacent property owners; and <br /> <br />(4) the Association be given concession rights to property when developed. <br /> <br />In expressing its appreciation of the Association's interest in providing and <br /> <br />expanding recreational facilities for public usage, Council expressed its <br /> <br />approval of the general broad development-and-usage plan proposed by the <br /> <br />Association. <br /> <br />Upon motion, duly seconded and unanimously carried, Council requested the firm <br /> <br />of Ford, Hogg, and Davidson, Certified Public Accountants, to conduct the <br /> <br />required audit of the City's financial accounts and records for the fiscal <br /> <br />year ending June 30, 1969. <br />
