<br />:);) () <br /> <br />TUESDAY <br /> <br />FEBRUARY 25. 1969 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renic~, M.D., Mayor, presiding, was held Tuesday, <br /> <br />February 25, 1969, in the Council Chamber, City Hall, beginning at 7:30 <br /> <br />P.M., all members being present, viz., F. T. Renick, M.D., Mayor; Francis <br /> <br />T. West (Vice-Mayor); Harry L. Boaz; W. Donald Hartford; and William D. <br />Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held February 11, 1969. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public <br /> <br />hearing on Mr. Lawrence N. Rorrer's petition--previously ap;roved by the <br /> <br /> <br />Planning Commission--requesting the rezoning of his property at 413 East <br /> <br /> <br />Cnurch Street to ItP_2 Professionalll. It was noted that, until recently, <br /> <br /> <br />Mr. Rorrer had maintained this property as his residence and, at the same <br /> <br />time, under permissive regulations, had conducted his public accounting <br /> <br />profession at this same location; however, having moved his place of <br /> <br />residence to another location, the conduct of his business in this <br /> <br />residentially-zoned location is not permitted; thus, the reason for his <br /> <br />seeking the IP_2" classification. Mr. Rorrer, as petitioner, informed <br /> <br />Council that there is no market for this property as presently zoned <br /> <br />and, if rezoned, he would restrict the usage thereof to professional <br /> <br />offices so as not to be objectionable to people residing in the area. <br /> <br /> <br />Mr. Ralph E. Keys, residing next door (at 411 East Church Street), <br /> <br /> <br />registered his objections to the proposed rezoning, expressing the opinion <br /> <br /> <br />that this "spot" rezoning would have an adverse effect upon the value of <br /> <br /> <br />surrounding property inasmuch as IP_2" zoning allows property usages <br /> <br />not compatible with the usual residential usages; however, Mr. Keys indicated <br /> <br />that he holds no objection to Mr. Rorrer maintaining his accounting office <br />
