Pursuant to Sec. 58-441.49:1 of the Code of Virginia <br />(Chapter 191, Acts of Assembly, 1968), there is hereby <br />imposed in the city of Martinsville a local city use <br />tax at the rate of one per cent to provide revenue for the <br />general fund of the city. The said city use tax shall be <br />added to the rate of the State use tax imposed by Chapter <br />8.1, Title 58, of the Code of Virginia, and shall be <br />s11bject to all the provisions of that chapter, and all <br />amendments thereof, and the rules and regulations published <br />with respect thereto. Therefore, the purpose of this <br />resolution is to impose the local use tax authorized by <br />Sec. 58-441.49:1 of the Code of Virginia. <br /> <br />2. The effective date of the use tax imposed by this resolution <br />shall be the first day of July, 1968, and the same shall be <br />in force on and after that date. <br /> <br />3. The Clerk of the Council of the city of Martinsville shall <br />forthwith forward to the State Tax Commissioner of the Common- <br />wealth of Virginia a certified copy of this resolution so that <br />it will be received within five days after its adoption. <br /> <br />After receiving the following reports from the Planning Commission, viz., <br /> <br />(1) recommending the closing and vacating of ltNational Highway" and (2) <br /> <br />recommending the issuance of a special-use permit to the Martinsville <br /> <br />Volunteer Fire Company to conduct its annual Firemen1s Bazaar at Brown <br /> <br />Street Field for the years 1968, 1969, and 1970 (subject to annual review), <br /> <br />Council called for duly-advertised public hearings to be conducted on these <br /> <br />matters and, also, authorized Mayor Renick to appoint a Board of Viewers <br /> <br />to consider the matter of closing and vacating of "National Highwayll: <br /> <br />(1) The Planning Commission conducted a public hearing on <br />Thursday, April 18, 1968, on a petition submitted by the <br />First Methodist Church, Lee Telephone Company and Globman <br />Realty Company, requesting the closing and abandonment <br />of a street known as the Old National Highway extending <br />from Main Street to Lester Street. <br /> <br />Following this public hearing and with a quorum present, <br />the Commission voted unanimously to recommend to Council <br />that this street be closed and abandoned as requested. <br /> <br />The Co~mission encountered no opposition to this petition <br />at its public hearing and feels that the closing of this <br />street will not inconvenience the general public but <br />rather will eliminate a traffic hazard at the Lester <br />Street end of the Old National Highway. <br />
