') (' /"
.....)

TUESDAY

FEBRUARY 27. 1968

filed April 25, 1967 and denied by Council on May 23, 1967 pursuant to

recommendation of the Planning Commission. Mr. Whittle stated that, in

re-filing this petition, he is in a position to present additional data

in support of his petition which was not available at the time of the

initial filing. Council referred this request to the Planning Commission

for its consideration and recommendation.

~-

Upon being informed of the need for cash funds to finance the City's

operation, pending the sale of authorized City Hall-School Building bonds,

Council adopted the following resolution authorizing the borrowing of

$600,000.00 until April 30, 1968, as follows:

WHEREAS, anticipated income of the City of Martinsville during the
forthcoming two months (i.e., March and April, 1968), will not be
sufficient to meet the City's operating expenses and contractural
obligations during said period; now, therefore,

BE IT RESOLVED by the Council of the City of Martinsville, Virginia,
in regular meeting assembled this twenty-seventh day of February,
1968, that F. T. Renick, M.D., Mayor, and W. H. Yeaman, Clerk of
Council, be--and are hereby--authorized and directed to borrow from
local banks, for account of the City of Martinsville, a sum not to
exceed $600,000.00 (in total), said sum to be due and payable on
April 30, 1968.

Through Mrs. C. T. Fleenor, Jr., member, and Dr. M. O. Johnson, President,

the Martinsville Community Action Agency informed Council that, from informal

indications, control of "Office of Economic Opportunity" programs have been--or

will be--transferred to the local levels of government and, consequently, will

reqllre the filing by local governing bodies of their intentions and plans

prior to March 15, 1968 in order to file for Federal funds for such programs

and/or projects. The local CAA group also requested a meeting with City

Council at the earliest possible date to explore this matter further.
