Councilman Stone offered a motion, as amended, seconded <br /> <br />by Councilman Hartford, that the ordinance be rescinded. Councilman West <br /> <br />offered a substitute motion, seconded by Councilman Boaz, that Council <br /> <br />rescind the ordinance but commit itself to appropriating not less than <br /> <br />$1,800.00 (the estimated annual "yieldll from the civil action assessment) <br /> <br />in the City's forthcoming 1968-69 budget toward financing the cost of <br /> <br />establishing the law library. After some discussion, both motions were <br /> <br />defeated three-to-two, the substitute motion vote being: Councilmen West <br /> <br />and Boaz, affirmative; Councilmen Stone, Hartford, and Renick, negative; <br /> <br />and the original motion vote being: Councilmen Stone and Hartford, <br /> <br />affirmative; and Councilmen West, Boaz, and Renick, negative. <br /> <br />In connection with a recent verbal request from the Frith Family Trust for <br /> <br />City water service to a proposed industrial building to be constructed by <br /> <br />the Frith Family Trust adjacent to the City's Industrial Park, Council voted <br /> <br />unanimously in favor of furnishing such service, subject to compliance with <br /> <br />the City's policy and regulations governing the furnishing of such service <br /> <br />outside the City's corporate limits, as outlined by Public Works Director <br /> <br />George W. Brown. City Manager Noland, referring to his report recorded <br /> <br />in Council's minutes dated October 10, 1967, cited the urgent need for <br /> <br />development of a permanent plan whereby the City and/or the County of Henry might <br /> <br />assume the responsibility of supplying water service to areas in the County, <br /> <br />particularly in and around the Industrial Park area. <br /> <br />Mr. Stafford G. Whittle, III, appeared before Council and requested the <br /> <br />rezoning, from llR-611 to IIC_Y', of property located at the N/W corner of the <br /> <br />Starling Street-Spring Street intersection, this request being the same as <br />
