<br />~ I (' <br />;;':-J) <br /> <br />TUESDAY <br /> <br />DECEMBER 26, 1967 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D.; Mayor, presiding, was held Tuesday, <br /> <br />December ;26,1967, beginning at 7:30 P.M., in the Council Chamber, City Hall, <br /> <br />all members being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor E. E. <br /> <br />Stone; Harry L. Boaz; W. Donald Hartford; and Francis T. West. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held December 12, 1967. <br /> <br />In connection with the establishing of a Law Library (in the new City Hall) <br /> <br />under Section 42-19.4 of the CODE OF VIRGINIA (1950, and as amended), the <br /> <br />ordinance introduced at Council's meeting held December 12, 1967, to provide <br /> <br />for such a library, and erroneously recorded as having been adopted at said <br /> <br />December 12th meeting, was considered on second reading and then unanimously adopted, <br /> <br />effective January 1, 1968, as follows: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />that the sum of one dollar ($1.00) shall be assessed, as part of the <br />costs, incident to each civil action filed in both the courts of <br />record and the courts not of record in the City of Martinsville, <br />pursuant to Section 42-19.4 of the CODE OF VIRGINIA (1950, and as <br />amended); and <br /> <br />BE IT FURTHER ORDAINED that the assessment herein provided and <br />imposed shall be collected by the clerk of the Court in which the <br />action is filed and such collections shall be remitted at the end <br />of ea.ch month to the treasurer of the City of Martinsville, to be <br />deposited and held by such treasurer subject to disbursements <br />authorized by the City Council--or its agent--for the acquisition <br />of law books and law periodicals for the establishment, use, and <br />maintenance of a law library, which library shall be open for the <br />use of the public, and for such other purposes allowed by said <br />Section 42-19.4; and <br /> <br />BE IT FURTHER ORDAINED that the assessment herein provided and <br />imposed sha.ll be in addition to all other costs prescribed by law <br />but shall not apply to any action in which the Commonwealth of <br />Virginia or any political subdivision thereof or the federal <br />government is a party and in which the costs are assessed against <br />the Commonwealth of Virginia, or any political subdivision thereof, <br />or the federal government; and <br /> <br />BE IT FURTHER ORDAINED that this ordinance shall be in effect on <br />and after January 1, 1968. <br />
