T. Renick, M.D., presiding, was held Tuesday,

December 12, 1967, in the Council Chamber, City Hall, beginning at 7: 30 P.M.,

all members being present, viz., Mayor F'. T. Renick, M.D.; Vice-Mayor E. E.

Stone; Harry L. Boaz; W. Donald Hartford; and Francis T. West.

After the invocation, Council approved as recorded the minutes of its regular

meeting held November 28, 1967.

Having considered Mr. H. C. Wright's proposed subdivision (lying in Henry County,

off Columbus Street in North Martinsville) referred by Council to the Planning

Commission from the Council's meeting of November 28, 1967, the Commission

presented the following report, which Council unanimously accepted and--in so

doing--authorized execution of subdivision contract with Mr. Wright subject to

the Commission's following recommendations and subject to all other applicable

rules and regulations:

In accordance with the ordinance governing utility extensions into areas
outside the City, the Planning Commission studied this subdivision and
dete]~ined that it meets the design standards as established for sub-
divi~;ions inside the City lying in the R-9 Residential District. It is
the recommendation of the Commission that the petitioner be required to
establish covenants on this subdivision which will in effect zone this
property to an R-9 Residential District inasmuch as contiguous land
inside the City in thi~; area is presently zoned an R-9 Residential.

Through Mi'. John D. Epperly, Attorney at Law and Chairman of the Martinsville-

Henry County Bar Association Library Committee, Council received the following

petition requesting the establishing and maintaining of a law library in the

new City Hall (now under construction):

The undersigned petitions Council that pursuant to Section 42-19.4
of the Code of Virginia of 1950, as amended, that Council enact an
ordinance assessing as a part of the costs incident to each civil action
