Meanwhile, other interested citizens present deferred comment <br /> <br />on the proposed closing until at Council's next regular meeting scheduled <br /> <br />for October 10th, at which time Council will continue the public hearing <br /> <br />and attempt to formalize a definite policy governing procedures to be <br /> <br />followed in street-closing cases, as recommended by the Planning Commission, <br /> <br />which report and recommendation Council accepted. City Manager Noland <br /> <br />recommended, also, that in such closing matters Council conduct public <br /> <br />hearings and define requirements of petitioners in order that the regulations <br /> <br />set forth in both the State and City statutes be fully complied with. <br /> <br />City Manager Noland reported on the informal conference held this date with <br /> <br />Mr. L. B. Wales, Jr., Vice-President of Wheat & Company and financial <br /> <br />consultant to the City, in connection with the proposed issuing of bonds <br /> <br />already authorized, indicating that additional information will be forthcoming <br /> <br />from Mr. Wales which will require Council's immediate decision thereon. <br /> <br />Pursuant to recent request of Council, City Manager Noland presented a <br /> <br />tabulation of practices and usages of other Virginia municipalities with <br /> <br />regard to data processing procedures, this being in connection with Mr. Noland's <br /> <br />recent recommendation that a feasibility study for the City by an independent <br /> <br />consultant be authorized. Council "tabled" this matter for further study. <br /> <br />In connection with the proposed widening and improving of Mulberry Road <br /> <br />Extension, between Starling Avenue and Cleveland Street, Council authorized <br /> <br />the payment of $1,567.00 to Mrs. H. I. Tuggle, Sr., for right-of-way and <br /> <br />d~ages which, when deed is executed and with necessary construction <br /> <br />easements yet to be obtained from other property owners, will enable the <br /> <br />City to schedule construction of this project in the Spring of 1968. <br />
